The University of Oulu and Oulun Ammattikorkeakoulu Oy (hereinafter referred to as the contracting entity or the Client) will procure expert services to support their own application development production. The objective of procurement is to ensure sufficient resources in terms of quantity and competence level for the application development needs of the contracting entity.
In addition, the contracting entity is launching a project in which the contracting entity's technology platform will be updated on a more sustainable basis in accordance with the selected programming framework. In this context, a significant number of legacy PHP applications are reimplemented from scratch. The aim is for the expert resources to be procured to participate in this project.
The target of the procurement is primarily two (2) designated fullstack application developers, but backend and frontend experts may also be needed. The team implementing the change in the software development environment also sees the need for an Azure cloud platform expert or architect, a cloud DevOps expert, and a testing professional. Depending on the situation and division of labor, there may also be use for a separate cloud application architect, technical project manager or scrum master. In addition, special expertise may be needed in questions related to service design, usability, accessibility, accessibility auditing and information security. See Annex 3. A maximum of one (1) framework supplier shall be selected for the framework agreement. The Procurement Agreement does not contain any quantity purchase obligations and does not give the Service Provider the exclusive right to provide the Service to the Subscriber.
Estimated total value of the procurement: 500.000 - 3.000.000 € (VAT 0%).
