1. The subject of the contract is the provision of brokerage services for the booking and purchase of hotel services in the country and abroad for the needs of organizational units of the Chancellery of the Senate, including:
1) accommodation of senators, employees of the awarding entity or persons indicated by the awarding entity, other than employees of the awarding entity, as part of domestic and foreign business travel, excluding delegations at the level of the Speaker of the Senate of the Republic of Poland;
2) accommodation of domestic and foreign guests in the country, excluding visits by foreign delegations at the level of chairmen of parliaments or other persons protected by the State Protection Service;
3) accommodation of other persons indicated by the contracting authority in the country and abroad.
2. A detailed description of the subject of the contract is contained in Annex 1 to the ToR - description of the subject of the contract and Annexes 1a and 1b to the description of the subject of the contract.

The subject of the contract is the provision of brokerage services for the booking and purchase of hotel services in the country and abroad for the needs of organizational units of the Chancellery of the Senate, for 18 months from the day following the signing of the contract, or until the gross amount of the contract is exhausted.
2. The service includes:
1) accommodation of senators, employees of the awarding entity or persons indicated by the awarding entity other than employees of the awarding entity on domestic and foreign business trips, excluding delegations at the level of the Speaker of the Senate of the Republic of Poland;
2) accommodation of domestic and foreign guests in the country, excluding visits by foreign delegations at the level of chairmen of parliaments or other persons protected by the State Protection Service;
3) accommodation of other persons indicated by the contracting authority in the country and abroad.
3. The tasks of the contractor include in particular:
1) searching and booking and buying accommodation and other additional services in hotels in the country and abroad,
2) providing confirmation of hotel reservations to the headquarters of the awarding entity or the place indicated by the awarding entity in paper or electronic form,
3) providing a payment guarantee (e.g. by credit card) for accommodation and services booked in domestic and foreign hotels,
4) provide payments due to hotels for the services booked along with any additional fees, such as deposits, security fees, climate fees,
5) representing the contracting authority in matters of appeals and complaints arising from reservations and purchases of hotel services made through the contractor.
4. The services provided by the contractor include the following categories:
1) hotel services reservations in the country:
a) carried out by the contractor, fully charged to the contracting authority,
b) carried out by the contractor, partly charged to the contracting authority, and partly charged to the client's guests,
c) performed by the contractor, entirely incriminating the client's guests staying in the hotel,
2) reservations of hotel services abroad:
a) carried out by the contractor, fully charged to the contracting authority,
b) carried out in the facilities indicated by the host or organizer of the events, in which persons delegated by the contracting authority on a business trip (hereinafter referred to as the "host or organizer"), confirmed by the contractor, are partly charged to the contracting authority and partly to the host or organizer,
c) made by the host or organizer, confirmed by the contractor, fully charged to the contracting authority.
5. Details regarding the subject of the contract are included in Annex 1 to the ToR - description of the subject of the contract and Annexes 1a and 1b to the description of the subject of the contract.
The Purchaser also informs that:
1. The encrypted offer should be submitted in Polish in the original, signed by a qualified electronic signature. The Purchaser does not allow submitting a scan of the offer with a qualified electronic signature.
2. The maximum size of files sent via dedicated forms is 150 MB. It is allowed to submit an offer in the doc, docx data format.
3. The identifier of proceedings and the public key of proceedings will be available on the List of all proceedings on the miniPortal and will constitute an attachment to the ToR.
4. The offer with attachments should be submitted using a dedicated 'form to submit, amend, withdraw an offer or application' available on e-PUAP and also available on the miniPortal.
5. The prepared offer should be encrypted. Encryption of offers is described in Chapter V, point V.2. instructions for using the miniPortal. Details on how to use the miniPortal are available at: https://miniportal.uzp.gov.pl/. The public key necessary for the contractor to encrypt the offer is available on the miniPortal. The contractor will provide the ePUAP mailbox address on which the correspondence related to the procedure will be carried out in the bid form.
