The subject of the contract is the Service of delivery, assembly, rental, maintenance and disassembly of Christmas lighting decorations in December-February in 3 consecutive Christmas and New Year periods (XII.2022 – II.2023; XII.2023 – II.2024; XII.2024 – II.2025), and summer decoration in June-November in 3 consecutive years (2023; 2024; 2025).

4.1 Delivery, assembly, rental, maintenance and dismantling of Christmas lighting decorations and summer decorations not owned by the Ordering Party including:

3D arrangements spatial decorations used to take commemorative photos, e.g. in the form of a photo frame, baubles, star or other spatial form referring to Christmas decorations.

3D arrangements decoration for taking commemorative photos, e.g. in the form of a photo frame with illuminated inscription "Merry Christmas".

3D arrangements decoration in the form of a richly decorated screen set as a background for taking photos behind benches in selected locations of woonerfów.

3D arrangements decoration in the form of spatial letters forming the inscription "#Kocham Łódź"

Decoration above the street hanging decoration, in the form of a hanger hung between selected pairs of lanterns over Piotrkowska Street.

Lantern decoration hanging decoration, in the form of a system of scaled Christmas decorations hung on selected lanterns above Piotrkowska Street.

Illumination of trees decorate trunks and large branches of trees with professional LED cords.

Christmas tree - decoration in the shape of a Christmas tree imitating natural spruce, a construction imitating a natural tree (it must have a trunk and branches mounted to it - branches made of artificial needles of dark green color).

3D arrangement Christmas decoration in the form of a rotating carousel of venetian type.

Summer light decoration in the form of garlands mounted on every second lantern diagonally.

Summer decoration - an illuminated spatial installation hanging above the street hung between pairs of lantern poles.

A detailed description of the subject of the contract can be found in Appendix No. 1 to the SWZ and in the model contract (Annex No. 12 to the SWZ).

3.4 The Ordering Party does not provide for an electronic auction.

3.5 The Ordering Party does not conduct proceedings for the conclusion of a framework agreement.

4.6 Pursuant to Article 95 of the Public Procurement Law, the Contracting Authority requires the Contractor or Subcontractor to employ persons performing activities specified in the Description of the Subject of the Contract, related to the performance of which, the performance of which contains the features of the employment relationship specified in Article 22 § 1 of the Act of 26 June 1974 – Labour Code (i.e.: Journal of Laws of 2020, item 1320, as amended), i.e. the activities of employees performing electrical work.

5 INFORMATION ON THE EVIDENCE IN QUESTION can be found in point 5 of the SWZ.

9.3.2 In order to demonstrate the absence of grounds for exclusion from the Procurement Procedure of the Contractor, the Contracting Authority requests the following documents:

9.3.2.1 Statement of the Contractor within the scope of Article 108(1)(5) of the PPL Act, on the lack of membership in the same capital group' Appendix No. 9 to SWZ,

9.3.2.2 Statements of the Contractor (Annex No. 6A to the SWZ) on the validity of the information contained in the statement referred to:

in Article 125(1) of the PPL Act (i.e. in the single document of the EPL) to the extent related to the grounds for exclusion indicated in Article 108(1)(3) to (6) of the PPL Act,

Article 5k of Regulation 833/2014 as amended by Regulation 2022/576 and Article 7(1) of the Act on special arrangements for countering support for aggression against Ukraine and for the protection of national security.

If the Contractor refers to the resources of other entities, a statement on the validity of the information contained in the above-mentioned statement is also submitted by each of these entities - the template Appendix No. 6B to the SWZ.

9.3.2.3 Information from the National Criminal Register concerning the grounds for exclusion referred to in Article 108 (1) (1) (1), (2) and (4) of the PZP Act, drawn up no earlier than 6 months before its submission.

7 THE GROUNDS FOR EXCLUSION FROM THE PROCEDURE FOR THE AWARD OF A PUBLIC CONTRACT on the basis of the conditions set out in Article 108(1) of the PPL are described in point 7 of the SWZ.
