TP would like to enter into a framework agreement with a tenderer for the procurement of a total system for a barrier-free car park, which will replace the current system. This shall be a technical system with a camera for number plate recognition. Cameras shall be placed at the entrance and exit for registering registration numbers. Customers shall be able to drive in and out of the car park without taking a ticket, so-called seamless parking. Personnel shall not be required to continually monitor the system, the system shall, as a starting point, be fully automatic.
The Contracting Authority would like to enter into a contract for the procurement of (when needed) necessary equipment for different systems for the barrier-free car park. This involves technology that can be used in car parks and parking areas with different patterns of use, which are owned, run or rented by Trondheim Parkering. It must also be possible to resell the system to collaboration partners via Trondheim Parkering.
It is important for the Contracting Authority that the offered systems are future orientated and, through open and standardised interface, can easily be connected to new technology as and when it is developed by the tenderer or other actors within this area.
If new technology is promoted on the market, such as a system without cameras, the Contracting Authority can, independently of this contract, announce a new competition for it.
The Contracting Authority needs systems that cover the requirements in the new parking regulations. The regulations introduce a number of new regulations with requirements for us as the Contracting Authority. The offered payment systems must, therefore, be as user friendly as possible and, in addition, universally designed, cf. the Parking Regulations §32.
The Contracting Authority has described in the following the procurement's need on a general level.
The aim and scope of the procurement:
Equipment that replaces the current barrier system, in which inspections and enforcement of payments for parked vehicles will not be required.
System for handling:
— short stay customers,
— subscription customers,
— fleet customers,
— counting the number of vehicles that enter/leave,
— access to the car park after closing time,
— back-office and solutions for integration with Trondheim Parkering’s systems.
Payment systems:
— payment in arrears for parking, also via invoices,
— discount systems,
— payment for both registered and non-registered customers,
— customers shall be able to pay via an app, kiosk/vending machine, the internet and invoice,
— customers shall be able to change the vehicle number in the system themselves.
Development of the chosen system:
— tender work for new installations,
— design,
— development of the system,
— integration with TP´s systems and support systems, see the requirement specifications,
— completion and acceptance test, as well approval of the delivery.
