The technical and environmental services of the City of Pudasjärvi request a provision of maintenance services for the outdoor areas of Pudasjärvi.

The duration of the service contract is three years (2023-2026), including a maximum two-year option.

The target of the contract is the maintenance of the traffic areas of the City's properties, the cleaning of public areas and the summer and winter maintenance of sports facilities. The care of the sites includes maintenance tasks for structures, equipment and furniture.

The tasks are described on the maintenance task cards. The areas are demarcated and shown on the work area maps.

An offer is also requested for the winter machine work of Pudasjärven Vuokralot Oy's properties.

The tender may be submitted as a partial bid according to the following division.

VE1 Offer applies to parts 1, 2, 3, 4 (City of Pudasjärvi)

VE2 Offer applies to part 5 (Pudasjärven Vuokralot Oy)

Tenders can also be submitted for all parts, but contractor selections are made with the division VE1, VE2.

The contractor is responsible for the quality of the service, quality assurance and reporting the quality to the client. The client contributes, through its own supervision and ordering unit-priced work, to achieving the end result in operation and maintenance in accordance with the task cards. The client's supervision focuses on the service provider's work performance and monitoring the functionality of the quality plan and its compliance, as well as the contractor's self-monitoring.

In this contract, the contractor acts as the main contractor and the main contractor referred to in the legislation.

The acquisition includes an employment condition (VE1 City of Pudasjärvi). The aim of the employment condition is to employ local jobseekers in a weak labour market position, such as the long-term unemployed and people with partial work ability. In public procurement, an employment condition refers to a special condition included in the invitation to tender and the contract that obliges the contractor to employ the persons agreed in the clause. In this procurement, the employment condition is at least 3% of the annual value of the contract.

The employment condition does not apply to Pudasjärven Vuokralot Oy's contract VE2.

Estimates of the performance volumes of unit-price-based work are not binding on the client. The reported deliverables are based on a presumption set to the best of our knowledge.

The offer part comprises the maintenance tasks of the parking areas of the City's properties in accordance with the maintenance task cards and the list of sites. The areas are demarcated and shown on the work area maps.

Tasks: Plowing, slush removal, short-distance snow transfer, anti-slip control, removal of anti-slip material. Winter care of structures and equipment.

The offer part includes the maintenance tasks of the parking areas of Pudasjärven Vuokralot Oy's residential properties in accordance with the machine work service description and the list of sites. The treatment areas are demarcated and shown on the work area maps.

The basis for payment is a fixed monthly price determined on the basis of the offer, which forms the total price for the contract period.

The offer part includes the maintenance of the emptying of rubbish and waste containers in the city's sports facilities, public areas and traffic areas in accordance with the task cards and the list of sites.

The procurement comprises separately charged work in the outer and public areas of the City of Pudasjärvi that are not part of the job description or area of operation.

In cases where payment is made by means of a separate charge, the work is carried out on the basis of a work instruction, the client's work order or a written order.

The client provides a non-binding estimate of the number of hours used for work tasks during the contract period. Minimum billing basis 30 min. The billing should be summarized as a task/hour report. The pricing does not include the costs of supplies, but they are invoiced separately from the customer.
