The municipalities Flora and Vågsøy shall merge to the new Kinn municipality from 1.1.2020. A decision has been made for procuring a joint resource management system for the management of work plans and work hours registrations for all of the municipalities' employees. Flora municipality is currently using MinVakt as a rota system for employees in parts of the municipality. Vågsøy municipality is currently using Tieto RS for all employees.

The Contracting Authority requests a system that is simple to use for employees, work managers and employers (HR and payroll). The system must contribute to digitization and simplification of work tasks, avoiding duplication of double work registration an efficient and correct management of work plans and other planning work, as well as an overview of available resources and the deployment thereof.
The HR management system must be easily integrated with Visma HRM which is the master programme. The system must also have an integration that works well with Spider or Cosdoc EPJ which shall form the new joint welfare system from 1.1.2020. The system should also be used for work plans and management of different payments for employees in the education, child and youth service.
When suitable, the system should be easily integrated with Acos Websak an Tieto Education/Timeplansystem.
