Police and Crime Commissioner for Avon and Somerset is seeking a partner to deliver custody services, detainee transport and identification services. Although the expectation at the date of this notice is that the scope of the services required by Avon and Somerset Constabulary will include detainee transport and identification services, as well as custody services, the decision may ultimately be made, for reasons of affordability or other reasons, to award a contract only for custody services, without 1 or both of the detainee transport and identification elements.
It is anticipated that the initial duration of the contract will be 4 years, with the option for the Contracting Authority to extend for a further period of up to 3 years, in increments of 12 months, giving a potential, overall contract duration of 7 years.
It is also intended at the date of this notice that the custody, detainee transport and identification services procured via the tender process envisaged by this notice could be made available to other named forces, as detailed below:
Wiltshire Police; Lincolnshire Police; Hampshire Constabulary; Dorset Police; Cheshire Constabulary; Dyfed-Powys Police; Nottinghamshire Police; Hertfordshire Constabulary and the Metropolitan Police.
Prospective bidders should be aware that none the forces listed above have committed to appoint the bidder who is successful in this procurement exercise for all or any of their respective requirements for services of the kind described in this notice.
The estimated annual value of the services required by Avon and Somerset Constabulary is as follows:-
Custody GBP 2,9million - GBP 3,5million
Identification GBP 300 000 - GBP 400 000
Detainee Transport: Avon and Somerset Constabulary do not currently operate a dedicated Detainee Transport system. The annual value is anticipated in the region of GBP 250 000 to GBP 600 000.
In light of the fact that, as described above, other forces named in this notice have yet to give any firm commitment as to their likely participation in the contract that results from this procurement exercise, it is not possible to give any meaningful estimate of the potential overall value of the services required by those forces. However, as a very approximate indication, if all of the other forces in question chose to purchase via this procurement exercise all of their requirements for custody, detainee transport and identification services, the total annual value of services under the contract(s) resulting from this exercise could be in the region of GBP 120million - GBP 140million.
