Steinkjer Municipality, on behalf of the Inn-Trøndelag Municipalities (Steinkjer, Inderøy, Verran, Verdal, Levanger and Snåsa), hereafter called the Contracting Authority, invites tenderers to an open tender competition for a framework agreement for sales and alcohol licence inspections. There will also be questions regarding availability for administration, assistance not included in the scheduled inspections.

The Contracting Authority is publishing a joint tender notice and has prepared joint tender documentation. Each individual municipality is an independent legal object and will enter into separate identical contracts. The general contract follow-up will be done by Steinkjer Municipality.

The municipalities are responsible for carrying out inspections on alcohol turnover and tobacco turnover in the municipality, cf. the Turnover of Alcoholic Drinks Act dated 2.6.1989 no. 27, with the accompanying regulations dated 8.6.2005 and the Tobacco Injuries Protection Act, chapter 2, LOV-2017-06-21-89.

The aim of the procurement is to enter into a contract for the professional provision of the sale and alcohol inspection services.

The sale and alcohol inspections shall be carried out pursuant to the Alcohol Act §1-9, the alcohol regulations chapter 9, the municipalities´ current alcohol policy action plan and any local regulations. Pursuant to the Tobacco Injuries Act §§4-21.
