According to DepV, a third-party test according to Annex 1 No. 2.1 is required for the operation of the landfills. The HPA intends to award the geotechnical third-party test in accordance with DepV and BQS 9-1 and other geotechnical services in landfill construction on the sludge landfills and on other facilities with this tender.

The landfill Francop is located between the two districts Francop and Finkenwerder.
The landfill Feldhofe is located in the district Moorfleet.
The dredged material treatment plants consisting of the Moorburg-Mitte, -Ost and -Ellerholz plants are located in the district of Moorburg.
The HPA intends to award the geotechnical third-party test in accordance with DepV Annex 1 No. 2.1 and BQS 9-1 and other geotechnical services in landfill construction on the sludge landfills and on other facilities with this tender.
The main performance objective is to carry out the external testing during the installation of mineral building materials in landfill sealing systems. All geotechnical services of the external test acc. Landfill Ordinance and BQS 9-1 as well as Operation Manual Sampling, test procedure and documentation in the course of construction activities on the silt landfills Feldhofe and Francop.
Another performance objective is geotechnical testing (external monitoring) of the building materials in the Moorburg and Ellerholz plants. If necessary, geotechnical advice of the HPA should be provided for other measures.
It is necessary that at both sites each have a third-party inspector on site with expertise and experience in the relevant areas throughout.
The deployed employee at the Francop landfill will perform the geotechnical services (external monitoring) on the Moorburg and Ellerholz treatment plants and the Ellerholz sandbulb fields in parallel. The proportion of this employee is 50% for each area of responsibility. The sub-task must be performed by a member of staff in a personal union, since a separation of existing facilities (field laboratory, vehicle, etc.) from the point of view of the AG is not possible.
Field laboratories: In order to ensure the continuous monitoring of the mineral building materials, which is integrated into the construction process, the AN must set up and operate a field laboratory in the mud dumps Francop and Feldhofe. The container with sufficient supply and disposal connections and one eight-cell triaxial cell system is provided by the HPA.
In these field laboratories, standardized geotechnical tests are carried out for all earth components (seals, sand drains, trenches, storage of polluted soil, road foundations, etc.) to be produced on the silt landfill.
In the main laboratory of the contractor further geotechnical investigations are to be carried out which go beyond the standard program of the field laboratories. In times of high utilization of the field laboratories the main laboratory should support.

The interpretations of the examinations by an expert of the AN must be ensured.
The bidder agrees to submit an offer in accordance with BQS 9-1, Chap. 3 maintain required independence. That is, the external auditing body may
a) have not been commissioned with the planning or self-examination in the same project.
And
b) is not commissioned with the self-examination for a company involved in the construction project in another project.
Should the Contractor not be able to maintain its independence through ongoing contracts, in particular in case b), as required by BQS 9-1, he shall inform HPA without delay and without being requested to do so.
