To ensure adequate traffic control, the districts of Southwest Palatinate, Kaiserslautern and Südliche Weinstraße, the city of Pirmasens and the regional association for local rail passenger transport in Rhineland-Palatinate act through their contracting authority Zweckverband Verkehrsverbund Rhein-Neckar (ZRN), represented by Verkehrsverbund Rhein-Neckar GmbH, in to award the enclosed contract documents in terms of quality and quantity of transport services in local bus transport (BPNV). The transport service is provided within the framework of a service concession with grants and exclusive rights for the following bus routes and those specified in the enclosed award documents by means of a competitive procedure in accordance with Art. 5 Para. 1 Regulation (EC) No. 1370/2007 i. V. m. the 4th part of the GWB. The service concession also represents a public service contract within the meaning of Regulation EC (No.) 1370/2007.

The subject of this award is the necessary transport services in local bus passenger transport (BPNV) to ensure adequate traffic control.
