Description:
Start-up, administration, maintenance and reconfiguration service of the delivered Central Queuing System

The subject of the contract is the service of starting, administration, servicing and reconfiguration of the delivered Central Queuing System (CSK) with the functionality of Internet Appointment (IUW) in the field of customer service along with the rental of equipment, servers, appropriate devices and providing or granting licenses necessary to implement the subject of the Agreement for the needs of the City of Krakow (NCU) in 25 locations, for 360 employees working simultaneously. A detailed description of the subject of the contract is included in the model Agreement with attachments, constituting Annex 10 to the SWZ.

1. The subject of the contract is the service of start-up, administration, servicing and reconfiguration of the delivered Central Queuing System (CSK) with the functionality of Internet Appointment (IUW) in the field of customer service along with the rental of equipment, servers, appropriate devices and providing or granting licenses necessary to implement the subject of the Agreement for the needs of the City of Krakow (NCU) in 25 locations, for 360 employees working simultaneously. A detailed description of the subject of the contract is included in the model Agreement with attachments, constituting Annex 10 to the SWZ. 2. In these proceedings, the contracting authority shall not divide the contract into lots or allow partial tenders. The justification for not dividing the contract into lots is indicated in point 3.4. SWZ. 3. The contracting authority does not require the performance of the contract by sheltered workshops, social cooperatives or other contractors covered by the provision of Article 94(1) of the Act of 11 September 2019 – Public Procurement Law (i.e. Journal of Laws of 2022, item 1710, as amended), hereinafter referred to as the "Act". 4. Pursuant to Article 95(1) of the Act, the Contracting Authority requires the Contractor (or subcontractor) to employ on the basis of an employment relationship persons performing service activities directly at the devices provided by the Contractor, on the principles set out in § 6 clauses 10-13. Performing these activities consists in performing work in the manner specified in art. 22 § 1 of the Act of 26 June 1974 – Labor Code (i.e. Journal of Laws of 2022, item 1510, as amended). Remark! This requirement does not apply to bidders: natural persons conducting business activity and partners of partnerships who undertake to personally provide these activities to the company. 5. The contracting authority provides for the possibility of awarding contracts referred to in Article 214(1)(7) of the Act in the amount not exceeding 30% of the value of the basic contract. In connection with the above, when determining the value of this contract, the Contracting Authority took into account the value of contracts referred to in Article 214 paragraph 1 point 7 of the Act, in the amount of: PLN 1 500 000 net. These orders will consist in repeating similar services – in relation to those described in these proceedings in the model contract and annexes to it, in particular in the field of start-up, administration, servicing and reconfiguration of the delivered Central Queuing System, including rental of equipment, servers, relevant devices, and in particular in the scope of system expansion by launching new locations or expanding the system in existing locations. The conditions under which the above-mentioned contracts will be awarded will correspond to the conditions set out in this procedure in the model Agreement and its annexes, but the conditions for participation in the procedure will be possibly limited to the repeated scope of the contract. 6. The contracting authority shall not allow variants to be submitted. 7. The Contracting Authority does not provide for an electronic auction. 8. In these proceedings, the Contracting Authority shall not require the Contractors to submit the evidence in question. 9. The Contracting Authority, within the limits specified in Article 462 et seq. Act, allows for the possibility of performing the subject of the contract by the Contractor with the use of subcontractors. A contractor that intends to entrust part of a contract to subcontractors shall indicate in the tender the parts of the contract which it intends to entrust to subcontractors (including suppliers) and the names of any subcontractors (including suppliers), if they are already known.
