The subject of the contract is the provision of a comprehensive service consisting in the collection and management of municipal waste generated in residential real estate and from property owners with holiday homes or other real estate used for recreational and leisure purposes located in the municipality of Kłaj.

A detailed description of the subject of the contract is set out in Annex 1 to the ToR.

The order will be implemented from 1.1.2020 to 31.12.2020.

A template of the contract for the provision of the service "Collection and management of municipal waste from property owners where residents live and from property owners who have holiday homes or other properties used for recreational and leisure purposes located in the Kłaj commune" is attached as Annex 2 to ToR, is an integral part of the documentation and the provisions contained therein are treated as conditions for the award of the contract.

1. The subject of the contract includes in particular:

1) collecting and managing municipal waste directly from the owners of residential properties located in the Kłaj commune,

2) securing bags / containers for selective collection in the colors specified in the regulations for maintaining cleanliness and order in the municipality of Kłaj,

3) securing and enabling the residents of the Kłaj commune to provide containers for municipal waste, complying with the provisions of the regulations for maintaining cleanliness and order in the Kłaj commune,

4) washing and disinfection of containers for mixed waste, segregation residues and biodegradable waste, located next to multi-family buildings inhabited by at least 15 families, at least twice during the contract period.

2. There is a mixed municipal waste collection system in the Kłaj commune (container sack).

3. The Contractor shall provide free of charge (within the price quoted in the offer) to owners of real estate inhabited containers / bags for selective waste collection:

1) containers for selective collection of municipal waste must be equipped with multi-flat properties inhabited by at least 15 families, for each separately collected fraction a separate container,

2) bags for the selective collection of municipal waste must be equipped with single-family and multi-flat properties inhabited by no more than 14 families, and the bags must meet the following parameters,

- material - LDPE polyethylene film,

- capacity - minimum 60 l,

- colors - blue, green, brown and yellow, respectively for everyone

Selectively collected fraction,

- thickness - adequate to ensure their strength.

Before commencing servicing the Kłaj commune, bags for real estate in single-family and multi-family housing declaring selective collection should be delivered directly to the owner of the property or to the Property Manager. The Ordering Party will also provide a supply of bags for selective collection to the Commune Office in Kłaj (the bags will be issued to residents, among others, when the declaration is changed to selective collection).

4. The Contractor shall provide the possibility to lend or rent containers for the collection of mixed municipal waste. The contractor will provide residents with containers for collecting waste with the required capacity on time

7 days from the date of the request.

5. The Contractor guarantees the possibility of collecting waste from containers that meet the requirements of current European and Polish standards.

6. The contractor, under this contract, twice a year (May / June and August / September) will perform washing and disinfection of containers for mixed waste, segregated residues and biodegradable waste, located next to multi-family buildings inhabited by at least 15 families.

7. Selective waste collection will take place mainly in a bag system (bag for bag).

Waste collected in a selective manner should be collected in bags with the following colors for individual fractions:

1) blue - for paper and cardboard,

2) green - for glass,

3) brown - for biodegradable waste,

4) yellow - for metals and plastics.

Selective waste collection is allowed in suitably color-coded containers or in containers with uniform colors clearly marked with information decals about the colors corresponding to individual waste fractions.

The area of the Kłaj commune is 64.73 km 2 .

The number of inhabitants of the commune as at 30.9.2019 (population register) is 10 420, while the number of resident persons according to submitted declarations is 10 386.
