it is a framework agreement with purchase orders, concluded at unit and fixed prices with minimum and maximum, setting all the contractual stipulations and executed as and when the purchase orders are issued, without negotiation or reopening of competition, according to the modalities provided for in the framework agreement and pursuant to Articles L.2125-1 1 °, R.2162-1 to R.2162-6, R.2162-13 and R.2162-14 of the Public Order Code.
