Description:
Preparation for printing, printing and distribution of the magazine Młody Kraków

Name of the order: “Preparation for printing, printing and distribution of the magazine Młody Kraków”.

1. The subject of the order is preparation for printing, printing and distribution of the journal for the Faculty of Social Policy and Health.

2. A detailed description of the subject of the contract shall include the model contract together with the annexes, annex 7 to the SWZ. The Contractor shall be obliged to prepare for printing, printing and distribution of the journal, according to the detailed parameters described in Annex 1 to the model contract.

3. The Ordering Party shall provide materials (item 1-7 of Annex 1 to the contract model) for printing in pdf form.

4. The qualitative requirements referred to in Article 246 (2) of the Pzp Act, the Contracting Authority described in detail in the model of the contract and Annex 1 thereto. The criterion (100% price) was applied due to the establishment of quality standards relating to all relevant characteristics of the subject of the contract.

1. The Contracting Party shall not permit submission of partial tenders. Justification: the contract is a procedure carried out under a year-long plan for procurement procedures for similar services (printing). This order cannot be divided into parts for organisational, economic and expedient reasons, because it constitutes a coherent whole, its elements are interrelated. It is an order for printing preparation, printing and distribution of a journal for secondary school students. The absence of additional distribution of this contract into parts optimizes the costs of execution of the contract at the same time does not violate the principles of fair competition and equal treatment of Contractors. By specifying technical conditions and criteria in the proceedings, the Contracting Authority shall not eliminate “small and medium-sized contractors”. The failure to split the order into parts is an objective circumstance resulting from the nature of the order.

2. The Contracting Authority, pursuant to Article 95 (1) of the Act, requires the employment on the basis of the employment relationship by the Contractor (or subcontractor) of persons performing the operations of the operator of the printing machines The performance of these activities consists in the performance of work in the manner specified in Article 22 § 1 of the Act of 26 June 1974 — Labor Code (i.e. Journal of Laws of 2020, item 1320 as amended). Attention! This requirement does not apply to tenders: natural persons engaged in business activities and partners of personal companies who commit to the personal provision of these activities to the company.

3. The Contracting Authority provides for the possibility of awarding contracts referred to in point 7 of Article 214 (1) of the Act in an amount not exceeding 120% of the value of the basic contract. Accordingly, the Contracting Authority took into account the value of the contracts referred to in Article 214 (1) (7) of the Act in the amount of PLN 60 480.00 net.

These contracts shall consist of a repeat of similar services, in relation to those described in the present proceedings in the model contract and Annex 1 thereto. The conditions under which these contracts will be awarded shall correspond to the conditions set out in this proceeding in the model contract and Annex 1 thereto, and the conditions for participation in the proceedings will be limited to the repeated scope of the contract.

4. The Contracting Authority, within the limits defined by Articles 462 et sec. Act, permits the possibility of executing the subject of the contract by the Contractor using subcontractors. The Contractor intending to entrust the execution of part of the contract to subcontractors shall indicate in the offer the parts of the contract, the execution of which it intends to entrust to subcontractors, and shall indicate the names of any subcontractors if they are already known.

5. The Awarding Entity does not allow submitting variants.

6. The Awarding Entity does not envisage conducting an electronic auction.

7. The contracting authority does not require the execution of the contract by protected work establishments, social cooperatives or other contractors covered by the provision of Article 94 (1) of the Pzp Act.

8. Note to Section II.2.6) the value referred to in point 3 above is included in the estimated value.
