The purpose of this contract is to provide data on travel flows in the Walloon Region, based on data from mobile telephony networks. The data on the flow of people allows, inter alia, to better understand the origins and destinations of travel and their temporal distribution, to understand the adequacy of transport supply with respect to demand and to inform decision support for action at scale. regional and local levels.
The contracting authority shall provide to the contracting authority in open standards (i.e. any communication, interconnection or exchange protocol and any interoperable data format and whose technical specifications are public and without restriction of access or implementation) such as.CSV, .JSON, .ODS, .XML, .KML, .KML, preferably .SHP or Geodatabase (file, personal,...), the data and databases collected or produced in connection with the execution of this contract.
The contract concerns the supply of the following:
a) data for 30 representative working days in the months of 2019 — beginning of 2020, to be selected by removing days that have experienced significant incidents, weather events, strikes or works that significantly impact traffic flows.
This is the presence data (number of people present per zone per unit of time) and on the other hand origin/destination data collected with the best possible level of accuracy (temporal resolution, spatial resolution and data representativeness). During the performance of the contract, the proposed geographical division may be amended by the contracting authority in consultation with the contractor in order to adapt to particular territorial configurations within the limits of the technical possibilities of the service provider. These potential changes do not entail any additional costs.
Example: origin/destination data per day, hour and by statistical area;
(b) data for an average week during school leave periods. This is the attendance and origin/destination data for an average full week excluding school leave and an average full week during school leave, calculated on the basis of an annual average, collected with the best possible level of accuracy (time resolution, spatial resolution and data representativeness).
Example: origin/destination data by time from Monday to Sunday, by (group of) statistical area, representing the average values over a year for school weeks.
For both items (a) and (b), it is also requested to provide the unadjusted raw data.
All data provided under this contract must be anonymized and comply with the requirements of the General Data Protection Regulation.
