The Löberfeld barracks Erfurt is located in the south of the state capital about 3 km from the centre, the historic old town, and the main train station. The location for the new office building for the Erfurt Air Force Music Corps (rehearsal building) is located on Zeppelinstrasse/corner of Christian-Kittel-Straße, south of the Käthe-Kollwitz-Straße intersection area. The new building is to be erected on the construction site according to the site plan (Annex 2.0).
The construction of a rehearsal building with rooms for musical education, service and storage rooms as well as lounges for two music trains is required. An approved qualified cost estimate of EUR 10,498,000.00 (as of 12/2019) is available for the new building.

The design appearance of all new buildings should fit together harmoniously and have a significant recognition value. It is necessary that the rehearsal building also fits into the design appearance of the new buildings.
The outdoor facilities are planned separately for the entire site and are not the subject of this process. Accordingly, an area of 2.00 m wide is to be planned and implemented all the way around in order to enable barrier-free access to the building as well as access to the building.
The legal requirements and technical possibilities regarding accessibility of the new building must be implemented accordingly.
The guideline for sustainable construction and sustainably planned outdoor facilities is to be applied in principle.
The building is to be built as a low-energy building (efficiency building Bund 40).
For this purpose, the services of object planning are tendered for architectural services.
Procurement includes the awarding and commissioning of property planning buildings, architectural services, according to § 15 of the HOAI with the service phases 2-4, preparation of the decision document construction and design document construction and, if necessary, further phased commissioning of the further service phases 5-9 HOAI.
The Zeppelinstraße property in 99096 Erfurt is defined as the location for the new rehearsal building. The outdoor facilities are planned separately for the entire site and are not the subject of this process. The author remains free to implement the required space programme by taking advantage of the entire designated construction site. A maximum two-storey building is to be built. A basement level should only be considered if the requirements for the room and function program cannot be implemented differently.
The construction project is to be implemented within the Bundeswehr property that is already in use. In the current zoning plan, the property is identified as the “Special Area Confederation” (SO-Bund). The environmental impact assessment (UVU) according to central regulation A-2030/0-6003 was carried out. The result is attached and taken into account as Appendix 2.2. The requirements of nature and environmental law must be observed when planning and implementing the construction project.
The distance to the barracks fence must be at least 30 m.
An ensemble of three new buildings has been created in the Löberfeld barracks Erfurt in recent years. The farm building with conference area, which is being planned, continues the concept. These new buildings also reflect the reorientation of the Bundeswehr.
