PART 1 - EXPERT ON COMMUNICATIONS1. PART 1 - EXPERT ON COMMUNICATIONS
1) The Contractor shall be obliged to carry out the tasks in accordance with the needs of the Ordering Party, entrusted in any case by the Contracting Authority or an authorised person, with the scope of the comprehensive communication service of the National Media Institute, including in particular:
(a) Development of information and press releases;
(b) Monitoring of industry and nationwide media;
(c) Maintaining relations with media and market stakeholders;
d) Implementation of seminars, conferences and events off and online;
(e) Participation in the preparation of graphic materials;
(f) Editorial and drafting of industry articles;
(g) Developing architecture, content, handling and coordinating the administration of the website;
(h) Cooperation and communication support of the departments and teams of the Institute;
i) Participation and coverage of industry events.
2) The Contracting Authority reserves the possibility of entrusting the Contractor with other tasks than those indicated above, however, falling within the substantive scope of the services provided.
3) From the contractor performing the services to the specified extent the Contracting Authority shall require:
(a) Knowledge of the principles of creating, editing and editing of press materials and compact elaborations;
b) The ability to design a visual information architecture;
c) Knowledge of the attitudes of the printing process;
d) Knowledge of the principles of design of websites;
e) A proficient knowledge of English.
The fulfilment of these requirements will be verified by the Contracting Authority on the basis of the competence test tenders assessment criteria.
EXPERT ON RESEARCH AND NEW TECHNOLOGIES2. PART 2 - EXPERT ON RESEARCH AND NEW TECHNOLOGIES
1. The Contractor shall be obliged to carry out tasks according to the needs of the Ordering Party, entrusted in any case by the Contracting Authority or an authorised person, in particular as regards:
(a) Creating media indicators based on Founding Research data and data obtained from research panels (validation panel, trends, RPD);
b) Develop methodological and functional assumptions under passive media meters (devices, applications);
c) Connecting data from multiple sources (site-centric, user-centic, ad-serving, first party date);
(d) Develop interfaces for retrieval, analysis and export of the resulting media analyses;
(e) Consultation on cross-media mesurment, single-source research, current market research standards;
(f) Create research methodologies;
g) Multi-source data analyses;
h) Technical dialogue with partners providing source data.
2) The Contracting Authority reserves the possibility of entrusting the Contractor with other tasks than those indicated above, however, falling within the substantive scope of the services provided.
3) From the contractor performing the services to the specified extent the Contracting Authority shall require:
a) Knowledge of research applications, e.g. MediaPanel, Arianna;
b) Knowledge of media indicators;
(c) Knowledge of marketing indicators;
d) Knowledge of web analytics tools, e.g. Google Analytics;
The fulfilment of these requirements will be verified by the Contracting Authority on the basis of the competence test tenders assessment criteria.
EXPERT ON TECHNOLOGY DEVELOPMENT RESEARCH EXPERT3. PART 3 - EXPERT ON TECHNOLOGY DEVELOPMENT RESEARCH EXPERT
1. The Contractor shall be obliged to carry out tasks according to the needs of the Ordering Party, entrusted in any case by the Contracting Authority or an authorised person, in particular as regards:
(a) Support for the area of frequency rearming research (DVBT2);
(b) Support for the implementation of the founding research;
(c) Support for calibration and construction of a hybrid telemetry panel;
(d) Support in a dedicated team of advisers to the KIM concerned with Must Measure;
(e) Support in the process of acquiring the status of an entity operating on the basis of public statistics;
(f) Support in the area of issues related to the protection of personal data, which may affect the effectiveness of the implementation of the statutory tasks of ANIMALS;
(g) Ongoing cooperation with staff and internal experts of KIM, part of project teams in Must Measure areas, cooperation with research units designing research meters for media measurement;
(h) Analysis and support in the management of research procedures, technologies and other aspects likely to affect the research infrastructure of the KIM;
(i) Support in developing directions for development of KIM;
(j) Participation in dedicated research meetings and conferences;
k) Participate in meetings of KIM project teams.
2) The Contracting Authority reserves the possibility of entrusting the Contractor with other tasks than those indicated above, however, falling within the substantive scope of the services provided.
3) From the contractor performing the services to the specified extent the Contracting Authority shall require:
(a) knowledge of applicable legal provisions from the area of media operation, including in particular the audiovisual Directives of the European Commission, telecommunications law, the KRRiT Act, the Public Statistics Act;
(b) knowledge of issues related to GDPR regulations when relations client, operator (cable, satellite) research institute;
(c) knowledge of market technologies related to watermarking of audio and video files;
d) knowledge of the area of steganography;
(e) knowledge of security systems related to databases;
The fulfilment of these requirements will be verified by the Contracting Authority on the basis of the competence test tenders assessment criteria.
EXPERT ON OPERATION OF ICT INFRASTRUCTURE4. PART 4 — EXPERT ON OPERATION OF ICT INFRASTRUCTURE
1. The Contractor shall be obliged to carry out tasks according to the needs of the Ordering Party, entrusted in any case by the Contracting Authority or an authorised person, in particular as regards:
(a) Helpdesk support for maintaining IT infrastructure traffic (support for troubleshooting computer hardware and software problems);
(b) Managing notifications and troubleshooting for IT solutions;
c) Surveillance performance of operating systems and software updates;
d) Software Configuration Assistance (IBM SPSS);
(e) Active cooperation with other employees in the field of services provided, including, in particular, troubleshooting, configuration and data processing issues;
f) Implementation, supervising, workstations (laptops, desktops, virtual machines);
g) Manage client operating systems (Windows, Linux);
h) Create, supervise backups (laptops, computers, servers, virtual machines — Veeam, Nakivo, Xopero);
(i) DNS server management (internal Active Directory);
j) Active Directory Management (users, computers, GPO, access policy);
k) Manage mail servers and shipping systems (Exchange);
l) Support ticketing systems (Jira, Redmine);
m) Network Management (Mikrotik, Ubiquity);
n) Virtualization Systems Management (vmWare);
o) Coordination of repairs of computer equipment.
2) The Contracting Authority reserves the possibility of entrusting the Contractor with other tasks than those indicated above, however, falling within the substantive scope of the services provided.
3) From the contractor performing the services to the specified extent the Contracting Authority shall require:
(a) Ability to perform, modernise and repair LAN structural networks in EN 50173 copper and fiber optic;
(b) Knowledge of NAS (Network Attached Storage — Hardware Knowledge, Deployment, Configuration, Maintenance)
c) Knowledge of the GCP and AWS cloud vendors market;
d) Knowledge of Debian and Ubuntu linux distributions;
e) Knowledge of ESET solution, console management, policies;
f) Knowledge of VPN solutions (L2TP Ipsec, Radius) configuration, deployment;
g) Ability to diagnose problems in networks and on client computers;
h) Skills to carry out purchasing processes (selection of IT equipment, documentation, implementation);

SUBSTANTIVE EXPERT ON FOUNDING RESEARCH5. PART 5 - SUBSTANTIVE EXPERT ON FOUNDING RESEARCH
1. The Contractor shall be obliged to carry out tasks according to the needs of the Ordering Party, entrusted in any case by the Contracting Authority or an authorised person, in particular as regards:
(a) Coordination and supervision of the Founding Survey project;
(b) Developing the concept of the study and the completion of the research documentation;
(c) Participation in the creation and update of project management methodologies and standards;
(d) Optimizing the scope of the research tool;
(e) Planning and setting work schedules, monitoring progress and deadlines, carrying out corrective actions, supervision of the work;
(f) Caring for smooth communication and information flow between all persons/teams involved in the project in particular: implementation, statisticians, client service, IT;
g) Preparing reports on the progress of the work;
(h) Archiving documentation related to the Founding Study;
(i) Coordination of work on public procurement procedures carried out in the field of services provided.
2) The Contracting Authority reserves the possibility of entrusting the Contractor with other tasks than those indicated above, however, falling within the substantive scope of the services provided.
3) From the contractor performing the services to the specified extent the Contracting Authority shall require:
a) ability to plan, complete self-reliance in action, ability to manage change, attitude towards teamwork;
(b) very good communication abilities combined with analytical sense;
c) the ability to think analytically, problem — solving, ability to induce based on external data and data from the study;
(d) knowledge of the needs and expectations of various media market stakeholders;

EXPERT ON ANALYSIS, TYPOLOGY AND PSYCHOGRAPHY6. PART 6 - EXPERT ON ANALYSIS, TYPOLOGY AND PSYCHOGRAPHY
1. The Contractor shall be obliged to carry out tasks according to the needs of the Ordering Party, entrusted in any case by the Contracting Authority or an authorised person, in particular as regards:
(a) Create psychographic typology of media consumers;
(b) Analyses of the media market in terms of current and potential audience of data on psychographic segmentation of consumers in the context of media consumption;
(c) Cooperation in the creation of indicators describing the ways of consumption of media by different audience groups;
d) Cooperation in creating a system of forecasting audience size (including psychographic segmentation) for various types of media;
e) Cooperation in econometric analyses on the effects of media on the behaviors of different consumer segments.
2) The Contracting Authority reserves the possibility of entrusting the Contractor with other tasks than those indicated above, however, falling within the substantive scope of the services provided.
3) From the contractor performing services in the specified scope, the Contracting Authority requires, inter alia:
(a) knowledge of quantitative marketing research methods;
(b) knowledge of the statistical methods used in marketing analyses;

EXPERT ON CONSTRUCTION AND OPERATION OF A SINGLE-SOURCE PANEL7. PART 7 - EXPERT ON CONSTRUCTION AND OPERATION OF A SINGLE-SOURCE PANEL
1. The Contractor shall be obliged to carry out tasks according to the needs of the Ordering Party, entrusted in any case by the Contracting Authority or an authorised person, in particular as regards:
(a) Construction and maintenance of a hybrid single-source panel and provide high-quality data on panelist activity in the framework of the media consumption survey;
(b) Planning the annual budget for the implementation of the objective and monitoring its use;
(c) Schedule, implementation, evaluation of the recruitment process of panelists;
(d) Maintenance of a stock of meters — taking into account the processes that affect demand (rotation, failures, appropriations, etc.);
(e) Provide models of documents necessary in cooperation with panelists: agreements, annexes, privacy policies, rules of contests, etc.;
f) Ensure compliance with GDPR in Panel Management processes;
g) Preparation and implementation of assumptions for the Panel Management tool;
h) Oversight of the maintenance process of the panel, including the design and implementation of procedures:
about Communication with panelists;
on Verification of the validity of the data trailing from the gauges;
about the monitoring of panelist activity (understood as the readiness of the meter to collect and transmit activity data) and their activation if necessary;
about Monitoring the correctness of the use of the meter;
on Verification of persons not complying with the conditions of use of the meter — preparation of a report identifying cases of incorrect activity;
about Periodic Verification of Random Panelists (Coincidental Check);
o Failure Logistics/Meters Repairs;
about Monitoring the structure of the panel;
on Rotation Control;
Ending/renewal of contracts;
on Extermination of the agreements of defaulting panelists — including cooperation with a collection company;
(i) Supervision of the implementation of the loyalty programme and analysis of its effectiveness:
o Development of a system for awarding points;
o Page for panelists;
o Organisation of competitions;
o Scheduling measures;
(j) Financial settlements of measurements/remuneration of panelists;
(k) Supervision of the whole process:
on Dependencies between stages;
o Identification of myogenic sites;
o Analysis of processes in the panel — preparing statistics for optimization;
o Monitoring of “unusual events” likely to affect final results;
l) Plan and provide human resources for the implementation of the necessary processes: team construction — recruitment of persons with the required competences, training planning;
(m) Coordination of the implementation of the processes necessary to fulfil the purpose of providing services.
2) The Contracting Authority reserves the possibility of entrusting the Contractor with other tasks than those indicated above, however, falling within the substantive scope of the services provided.
3) From the contractor performing services in the specified scope, the Contracting Authority requires, inter alia:
a) Very good knowledge of the methodology of media research;
b) Very good knowledge of the specifics of management of the research panel for measuring media consumption;
c) Knowledge of technology for measuring media consumption: television, radio, internet;
d) Highly developed analytical abilities, logical thinking;
e) High data interpretation skills;
(f) Ability to make transparent requests and recommendations based on data;

EXPERT ON PROGRAM TO IMPLEMENT THE STRATEGY OF THE NATIONAL MEDIA INSTITUTE8. PART 8 - EXPERT ON PROGRAM TO IMPLEMENT THE STRATEGY OF THE NATIONAL MEDIA INSTITUTE
1. The Contractor shall be obliged to carry out tasks according to the needs of the Ordering Party, entrusted in any case by the Contracting Authority or an authorised person, in particular as regards:
(a) Defining the programme and projects to implement the strategy;
(b) Coordination of the programme and projects carried out by the Contracting Authority in the framework of the implementation of the strategy;
(c) Preparation of the implementation budgets of the planned endeavors;
(d) Identify the necessary resources for the implementation of the planned endeavors;
e) Preparing schedules of planned endeavors;
(f) Monitoring and updating the schedules of undertakings;
(g) Monitoring and updating the budgets of undertakings;
(h) Support in preparing and updating the financial plans of the entity;
(i) Planning and coordination of research and development work carried out by the Contracting Authority;
(j) Support in raising funding for planned endeavors, in particular, to identify possible sources of funding, to prepare applications for funding;
(k) Development of governance and management of the maintenance and development of tools to support research and analysis of results;
(l) Coordination of the implementation of the Ordering Party's strategy;
(m) Cooperation with the National Broadcasting and Television Council in the preparation and conduct of single-source media measurement;
(n) Support in the preparation and implementation of design governance in the unit;
(o) Support in preparing and updating the regulations of the entity in areas affecting the implementation of the programme;
(p) Support in preparing and updating the Institute's public procurement plans for projects carried out under the programme;
(q) Support by the Contracting Authority in identifying the risks of planned and pursued projects and managing identified risks;
(r) Support the Contracting Authority in identifying and managing issues in planned and undertaking;
(s) Developing cyclical reports on the implementation of the programme;
(t) Cooperation with the organizational cells of the Ordering Party in the implementation of the programme;
(u) Support by the Contracting Authority in dealing with other public finance units in terms of work carried out by the Contractor;
(v) Participation in conferences and events indicated by the Ordering Party.
2) The Contracting Authority reserves the possibility of entrusting the Contractor with other tasks than those indicated above, however, falling within the substantive scope of the services provided.
3) From the contractor performing the services to the specified extent the Contracting Authority shall require:
(a) Skills to manage scope, time, cost, quality, communication, project risk;
(b) The ability to define the objectives of the project;
c) Teambuilding skills;
(d) Decision-making skills;
e) Conflict Resolution Skills in the team;
(f) Negotiating skills;
(g) Knowledge of issues in the area of media research;
(h) Knowledge of the Act of September 11, 2019, Public Procurement Law, Act of August 27, 2009 on Public Finance.
