Project management assistance services for depollution, cleaning and rehabilitation work on the “Ventadour” building of the Banque de France

Banque France owns a building for social use located at 18 rue Marsollier 75002 Paris. This building of the 19 e century (1820) rises over six floors in the attic with two levels in the basement.

The building is not subject to any classification but is located in the central business district.

The existing premises represent:

- a gross surface area (SHOB) of 15,493 m 2 ;

- a net surface area (SHON) of 13,445 m 2 .

After partial demolition (creation of a skylight) and rehabilitation of the premises, the project will develop a Net Usable Office Surface (SUN) of approximately 6,000 m 2 .

The Banque de France wishes to call on project management and programming assistance skills in order to support it first in carrying out its site clean-up and cleaning project, and secondly. , in works of rehabilitation and fitting out of the premises.

The work will take place on an open site.

The project management assistance missions covered by this contract are as follows:

- Firm phase (TF) - Programming of decontamination and cleaning works and assistance in drafting consultation files for MOEs or group of companies;

- Optional phase 1 (TO1) - Architectural, technical and functional programming and assistance in the drafting of project management and OPC consultation files;

- optional units 02a and 02b - Assistance in the choice of MOEs and intellectual service providers for deconstruction and depollution work (unit 02a) and for rehabilitation work (unit 02b);

- optional units 03a and 03b - Monitoring of the design studies of the MOE and participation in the choice of works companies and insurance contracts for deconstruction and depollution work (unit 03a) and for rehabilitation work (unit 03b) ;

- optional phases 04a and 04b - Participation in the monitoring of the organization of the site, reception and assistance during the phase of perfect completion for deconstruction works, depollution (phase 04a) and for rehabilitation works (phase 04b);

- optional phase 5 (T05) - Assistance in the transfer and installation of future occupants of the building.

The skills required of the holder for the operation are, at a minimum, the following:

- drafting of a decontamination, cleaning and rehabilitation works program;

- drafting of specifications for project managers and other service providers at all stages of the project;

- hygiene, health, safety, environment relating to decontamination work; management of all additional or missing diagnostics;

- monitoring of administrative and town planning procedures for the historic project located in a constrained environment (regulatory, neighborhood, access, etc.);

- legal skills required to support the Banque de France in the event of litigation (summary proceedings);

- administrative and technical follow-up of service providers (companies and engineers) in charge of decontamination work;

- budgetary and financial monitoring of the project;

- control of the planning of the operation;

- communication with authorities and internal and external stakeholders, as well as project stakeholders (neighborhood, associations, shops, etc.).
