The contracting of engineering, procurement, construction, installation and commissioning of high-voltage (HV) substations (Belgium) according to Elia's specifications and using equipment in line with Elia's framework agreements.

The final contracting entity may be:

(i) Elia Asset NV-SA and/or Elia System Operator NV-SA; and/or

(ii) Any company belonging to the Elia group; and/or

(iii) A new company that will be set up by one of the companies of the Elia Group.

More information will be given in the Invitation to Tender (ITT).

In accordance with the latest Capex Plan, Elia intends to outsource some investment projects for substations that were previously realized in-house. The aim is to conclude — with a limited number of contractors — a Framework Agreement (FA) including the engineering, the procurement, the construction, and the corresponding project management and commissioning of several to-be-constructed high-voltage (HV) substations in Belgium.

The bid of the (EPC) contractors that are selected to participate in the ‘FA EPC Substations’ tender will have to adhere to, among others, the following (non exhaustive):

— The bid is based on a short-list of equipment selected from existing Elia FAs. The short-list ensures that the diversity of Assets on the grid is limited.

— The bid is compliant with existing technical standards.

— Key tasks (e.g. studies, electrical works, etc.) must be executed in-house or by key subcontractors to be approved by Elia.

The complete detailed information on the bid requirements will be included in the tender documents.

Only candidates that qualify in the pre-qualification phase of this EU procurement (see section VI.3) of this Contract Notice) will access the tender phase. The volume of EPC projects under the FA, or an indication thereof, will be communicated in the tender phase.

The awarding process for the EPC projects that fall under the EPC Substations FA will be communicated in the tender phase of this EU procurement procedure.
