New administration building with civic hall, Straße der Republik 2b - Wiesbaden-Biebrich - Object planning building / LPH 5-9
1. Description
General
In August 2018, the Freiherr-vom-Stein-Schule in Wiesbaden-Biebrich received a replacement building. For the new development of the site with administrative areas and a civic hall, a planning and project management contract was issued to SEG on the basis of the resolution of the city council meeting of 23.05.2019. In the course of the coordination in accordance with the resolution, the SEG initially carried out a multiple assignment for Biebrich Mitte together with the users, the responsible specialist offices and taking into account the objectives of the ISEK.
Citizen participation was carried out for the planning of the square area, the results of which - more trees and greenery on the square, integration of seating and water - were included in the planning. Particular attention was paid to the area of environmental compatibility in the inner-city context: The roofs facing away from the Straße der Republik will receive photovoltaic surfaces and extensive green roofs throughout, while the flat roofs will receive intensive greening. All areas are equipped with rainwater retention tanks, which contribute to combating inner-city overheating, and the same applies to the intensively greened wall opposite the Straße der Republik 2a building, which is still unique in Wiesbaden. The energy supply is provided by a heat pump system, which is housed in the attic.
The office, which emerged as the winner from a multiple commission, was commissioned with the service phases 1-4 HOAI for the object planning.
The service phases 1-3 HOAI have been completed in close coordination with the users.
task description
The further processing of the service phases 5-9 HOAI is to be continued by the winner of this VgV procedure with the assumption of the existing planning status.
An implementation decision for the implementation of the project has been issued, with a parliamentary mandate to change the underground car park.
As a result, the existing building application planning in the basement area will be revised, and the area of the planned underground car park will be reduced from 53 to approx. 30 parking spaces. The floor area of the basement will correspond to the area of the rising building, the remaining floors will remain unaffected by the revision. The building application will be revised and resubmitted in parallel by the SHP office with changed planning, the change of plan must be taken into account in further planning.
The adaptation of the UG is already taken into account in the chargeable costs as the basis of the VgV procedure.
The project is designed in 3D, in the following service phases the AEOI of the SEG (see appendix) is to be applied.

2. Subject of the service to be commissioned:
Object planning services for buildings and interiors in accordance with HOAI 2021, Part 3, Section 1, §§ 33-37, service phases 5-9, basic services.
In addition, the special services from Annex 10.1 to § 34 paragraph 4, §35 paragraph 7 according to the partial service table as well as the special services BIM as an annex to the draft contract (Annex 02e).
The basic services will be remunerated on the basis of the HOAI 2021. It is permissible to fall below or exceed the maximum rates. These must be made by percentage and, if necessary, explained in the cover letter.
The special services will be remunerated on the basis of the offer submitted by you.
The associated specialist planning services as well as the implementation of the development plan amendment are not the subject of this VgV procedure.
It is planned to award the execution work either according to individual trades or as a general contractor service.
3. Budget:
Eligible costs for building and interior design: € 14,248,936.91 net.
4. Options
There is a gradual call of services (options), subject to the committee resolutions for the further implementation of the project and the AG's decision as the project progresses:
Stage I: LPH 5, Stage II: LPH 6, Stage III: LPH 7, Stage IV: LPH 8, Stage V: LPH 9
The contractor shall not be entitled to call on individual and/or all stages and shall not be able to derive any further claims (e.g. damages or increase of fees) from a non-call.
5. Timetable for the provision of services:
Start of services: Immediately after placing the order; expected August 2023
Start of construction: quarter 2/2024
Completion of construction: quarter 1/2026
