Background

The project ‘sharing of data’ in Difi includes a sub-project called ‘National resource centre for law and data sharing’. The work is rooted in the Government's new digitisation strategy for the public sector. The centre will be established during Q3 2020.

Establishment of the centre is organisation as a sub-project under the project ‘Sharing of data’. After the launch, the centre will be in a line task in the Agency for Public Management and eGovernment (Digdir). Establishment of the centre is firmly rooted in public enterprises outside Digdir, and it is also expressed that the centre must cooperate closely with environments outside of Digdir. There is a need to strengthen work with the establishment of the centre, and for that, we need a consultant.

The consultant must contribute to the establishment and with the following assignments:

— staff the centre,

— establish a solution for registration of regulatory challenges,

— create routines and describe the centre's assignment solution,

— create a basis for formalised cooperation with external, relevant environments.

Requirement:

Difi (the Agency for Public Management and eGovernment] from 1.1.2020) needs 1 experienced consultant to provide assistance in the sub-project 'National resource centre for law and data sharing’.

Consultant qualifications:

— experience with establishment of new functions or assignments,

— experience as a Process Manager and facilitator. It is an advantage if the achieved results can be shown,

— experience with public sector organisation and mode of operation,

— ability to work independently, structured and collaboratively.

The consultant's workplace will be our premises in Oslo.

Assignments:

The consultant will help the Agency for Public Management and eGovernment to establish the centre. This can involve assignment in:

— project administration,

— establishing routines and process descriptions,

— administrative assignments in connection with employment,

— professional responsibility to keep to one or parts of the processes.

Availability, duration and option:

— who need the consultant to start as soon as possible. It is desirable for the consultant to work 100 % during the contract period. The planned commencement date is 29.1.2020,

— duration: From commencement to 30.6.2020

— option to extend the contract until 31.12.2020.

The estimated contract value includes options:

Between 2 100 000 NOK-2 500 000 NOK excluding VAT.

Interviews:

We plan to carry out interviews with 2-3 consultants with best fulfilment of the award criteria in week 4.
