Procurement of consulting services as part of the LRM funding rollout for the HCC

SAP consulting services for the LRM funding rollout in the offices of the state of Hesse

In the course of the introduction of a subsidy cadastre for the Hessian state administration, subsidy management using SAP CRM Grantor was introduced in 2016 as part of the new SAP State Reference Model (LRM) subsidies. In this new 3-system landscape, only the functionalities of grant allocation (grantor management) have been activated.

There are interfaces from this CRM system to the SAP systems of the LRM RW and the system platform for reporting (SAP BW).

It is planned to introduce the LRM subsidy in stages in all subsidy accounting circles of the state.

The consultants to be deployed are to independently carry out the rollout of funding management via Grantor and the associated online application component in the designated departments.

The following three tasks in the rollout require the following services.

The areas of responsibility in which the consultants are deployed are as follows:

•Rollout of SAP CRM Grantor for the purpose of managing funding programs

•Creation of document templates, e.g. for notices within the MSWord integration of SAP CRM Grantor

•Rollout of the respective online applications using SAP PO aBPM to the funding programs

It is assumed that the daily rate for the consultants used will be significantly reduced in the first three months of their assignment in the rollout (qualification phase), as the actual training by the client and at his financial expense for the independent rollout activity takes place during this time.

In the CRM Grantor, the standard processes for the complete funding management with all sub-process steps such as receipt or rejection of applications, approval, call for funds and follow-up checks, e.g. proof of use, are possible. In addition, there are interfaces from this CRM system to the SAP systems of the LRM RW and the system platform for reporting (SAP BW).

Due to the resulting unique specific requirements for the state of Hesse, it is imperative to train the consultants intended for deployment in order to be able to carry out an independent rollout in the relevant departments.

It is possible to participate in in-house training courses if they are helpful for the rollout activity. These trainings are free of charge for the contractor, in return the training times are not billed by the contractor or .dem participating consultant as consulting time.

The following lists describe the tasks that arise in the individual areas of responsibility. All fields of activity are to be regarded as equal.

The following applies to all of the following tasks:

Each consultant offered for assignment is willing to work together in joint rollout teams from HCC and the respective departments and will actively ensure and promote the necessary transfer of knowledge as well as the exchange of information in all areas of responsibility.

Responsibilities - Rollout of SAP CRM Grantor for the purpose of managing funding programs:

-Implementation of the initial workshops (with system demos)

-Carrying out delta analyses

-Coordination of process flows and assignment of authorizations for process processing using SAP CRM Grantor

-Support of the specialist administration in the collection of master and transaction data including the process-specific data

-Collection of the document template

-Preparation and support of the test phases including the preparation of the necessary documentation

-Preparation and support of the departments in the implementation of the productive test, taking into account the documentation obligations

-Preparation and support for migration tests and productive migration, taking into account documentation requirements

-After the go-live: Support of the users within the framework of productive support for the productive use of SAP CRM Grantor and reporting

Task pane - Creation of document templates within the MSWord integration of SAP CRM Grantor

-Creation of notification templates in MSWord for SAP CRM Grantor

-Carrying out functional tests

-Support in the implementation of the individual test phases, taking into account the documentation obligations

-Coordination with the programming team with regard to missing modules that are additionally required for the creation of the notification templates

Area of responsibility - Rollout of the respective online applications using SAP PO aBPM to the funding programs:

-Preparation and monitoring of implementation activities

-Preparation and accompaniment of the test phases, esp. Productive test, taking into account the respective documentation obligations

By submitting an offer, the contractor undertakes to offer only persons who have the following qualifications and experience during the term of the contract.

The special requirements can be covered by different consultants.

If the qualification is required on the basis of use in projects, these are defined as follows:

For the purposes of this document, "project" means a project with a minimum duration of 6 months in which the consultant has been involved for at least 90 project days.

If the qualification is required on the basis of practical experience, it is defined as follows:

For the purposes of this document, "practical professional experience" means the exercise of a corresponding professional activity for a period of at least 3 years

The following qualifications apply:

A.1 must be fulfilled, in addition, either A.2 or A.3 must be complied with. A.2 and A.3 are to be regarded as equivalent.

A.1 The person offered has knowledge of organizational processes on the part of both the contractor and the customer, At least 2 weeks of service with the company

A.2 The person offered has a good knowledge of double-entry bookkeeping/relevant qualifications acquired in the field of double-entry bookkeeping as

* practical professional experience (at least 3 years, see definition above)

Or

* Assignment in at least three projects (see definition above) in the last 3 years

A.3 The person offered has a good knowledge of cameralistics. Corresponding qualifications acquired in the field of cameralistics as

* practical professional experience (at least 3 years, see definition above)

* Assignment in at least three projects (see definition above) in the last 3 years
