"Collection, transport and management (recovery or neutralization) of municipal waste originating from real estate inhabited in single-family, farm, multi-family housing and collective residence in the commune and city of Miechów"
The scope of part task No. 2
Establishment and operation within the city of Miechów or at a distance not exceeding 1,000 m from the city border, the Problematic Waste Collection Point (PZOP). The Employer does not indicate the location of the Point.
The scope of the task includes:
Collection of municipal waste mixed with residential real estate
Along with their development in the Regional Municipal Waste Processing Installation or substitute installation intended for servicing the region, listed as such in Resolution No. XXXIV / 509/17 of the Małopolska Regional Assembly of 27 March 2017 regarding the amendment of Resolution No. XI / 125/03 of the Parliament Małopolskie Voivodship of August 25, 2003 regarding the Waste Management Plan of the Malopolska Voivodship and its subsequent changes.
1. Collection of biodegradable municipal waste - green and its management as in point 1
2. Organization of the selective collection of municipal waste by the "at source" system: paper waste (including cardboard), paper packaging waste and cardboard packaging waste, glass waste, including glass packaging waste, metal waste, including packaging waste from metals, plastic waste, including plastic packaging waste, and multi-material packaging waste together with its collection and management,
3. Organizing a collection using the "from before the property" system in single-family and farm buildings or from designated places in multi-family housing and collective housing, waste such as: bulky, worn electrical and electronic equipment, used tires (only from: bicycles, mopeds, motorcycles, decks, passenger cars), waste batteries and other hazardous waste and their proper management,
4. Collecting construction and renovation and demolition waste on the individual notification of the owner of the property (meeting the criteria set out in the Regulations for maintaining cleanliness and order in the commune and city of Miechów adopted by resolution No. XXXIX / 616/2018 of 15 June 2018) in a container provided by the Contractor .
5. In single-family and farm buildings, for the duration of the contract, real estate inhabited with containers for mixed municipal waste and bags for selective waste collection. The Contractor is obliged to calculate the above cost in the price of the offer (the approximate number of containers is specified in Annex No. 1A to the Terms of Reference),
6. Equipment for the duration of the contract, multi-family housing owners and collective residence with containers or containers for mixed and separately collected waste. The Contractor is obliged to calculate the above cost in the price of the offer (the approximate number of containers is specified in Annex No. 1A to the Terms of Reference),
7. Providing property owners with the option of providing payable services: cleaning, disinfection and disinsection as well as technical repairs of waste collection containers.
As part of running the Problematic Waste Collection Point, the Contractor is obliged to:
1) Receiving municipal waste in PZOP from owners of real estate residing in the commune and city of Miechów, at least 40 hours a week, including at least 5 hours on Saturday;
2) Keeping electronic and paper records of residents / property owners transferring waste to the Point; Keeping in electronic and paper records of the amount and type of waste received and issuing, in paper form, to property owners transferring waste to the Point, waste receipt confirmations as per the model approved by the Employer;
3) Keeping in electronic and paper form records of the amount and type of waste sent for recovery or disposal;
4) Preparing reports on the amount of waste collected at the Point and the amount of waste transferred for disposal or recovery and submitting the above-mentioned documents to the Employer, in the form of an attachment to the invoice for the service performed with a frequency of once every quarter,
5) Transferring waste for recovery or disposal to authorized entities with a frequency ensuring adequate maintenance of the Point's cleanliness and order, but at least once a quarter, and in the case of biodegradable waste at least once a month;
6) Keeping in proper technical and hygienic and sanitary condition containers, containers and the entire Point;
7) Public disclosure of the PZOP Regulations for operation not later than on January 4, 2019. after prior approval by the Employer,
8) The operator of PZOP is obliged to collect municipal waste with the codes listed in Annex 1B to the ToR at the Point.
