The City of Ghent, which acts here as a client of its own subcontracts and as a purchasing centre for third-party procurers, wishes to conclude a framework agreement for architectural design contracts for residential projects on the territory of Ghent and this for two lots -
lot 1 – General housing assignments
and lot 2 – Specific social housing projects
General housing assignmentsThe City of Ghent, which acts here as a client of its own partial assignments and as a purchasing centre for third-party procurers, wishes to submit a framework agreement.
for architectural design assignments of residential projects on the
territory of Ghent and this for two parcels; lot 1 – General housing assignments and lot 2 – Specific social housing projects.
For both plots, the City of Ghent indicates for the duration of the
framework agreement (4 years) six (lot 1) and twelve (lot 2)
service providers on the basis of the award criteria set out below.
The concrete partial contracts (of the City of Ghent or third contracting parties) are then awarded per lot as a result of a mini-competition between the highest on the basis of a "smart rotation" (see 2.4.2.2 for the description).
ranked three of the six (lot 1) or twelve (lot 2) selected service providers.
The duration of the partial contracts may exceed the duration of the framework agreement.
The two plots in terms of content:
Lot 1 - General housing assignments
The sub-assignments within this plot include housing projects of various kinds.
It may involve architectural assignments for single- and multi-family homes, to
homes for specific target groups, both for new construction and renovation or renovation. In addition, small-scale social housing projects of limited complexity can also be assigned in this plot, if the client estimates that for such a project it is not a requirement that one has previous experience with building according to the VMSW rules. Finally, they do not necessarily have to be complete architectural assignments; partial assignments such as feasibility studies, scenario research, etc. are also possible, as long as it concerns the design for housing programs.
Lot 2 - Specific social housing projects
The sub-assignments within this plot include projects for social housing. It will mainly involve complete architectural assignments.
But partial assignments, such as feasibility studies, scenario research, etc. may also be possible.
Not all social housing projects will be within this plot
be assigned; when previous experience with building according to the VMSW rules is not a requirement – for small-scale projects of small
complexity – then these will be allocated via lot 1. It should be noted that this will be rather exceptional, as social housing projects generally aim for an economic economy of scale.
