This opinion concerns a framework agreement in accordance with the provisions of Article R. 2362 of Decree 2018-1075 of 3.12.2018. This framework agreement concerns the prime contractor for the 2020 intermediate technical stop - AT1 8N1 - Arago. It is part of a negotiated procedure with prior publicity in accordance with the provisions of Articles L. 2324-3 of Ordinance No. 2018-1074 of 26.11.2018 and R. 2361-8 to R. 2361-12 of Decree No 2018-1075 of 3.12.2018. The first subsequent contract forms the basis of the subject of the Framework Agreement and will be carried out as follows:

- pursuant to Articles R. 2372-19 to R. 2372-21, the contract may include one or more optional tranche (s) according to the terms and conditions to be explained in the consultation file,

- pursuant to Articles R. 2362-1 to 2362-8, the resulting contract shall specify the characteristics and the procedures for the performance of the services requested which have not been laid down in the framework agreement and which will be carried out either in the on the one hand, either by means of purchase orders,

- pursuant to Articles R. 2372-19 to R. 2372-21, the subsequent contract presenting significant technical risks may include a provisional part for orders for supplies or services.

Other subsequent contracts may be executed under the same conditions.
