1. The subject of this public procurement procedure is the selection of a contractor who will provide services to the contracting authority consisting in the implementation of the task entitled: "Winter road maintenance and provision of equipment services related to winter maintenance of district roads in the Tatra District in the winter season 2023/2024" divided into 3 (three) Tasks, the detailed division of which is specified in point 4.4 of the SWZ.

2. A detailed list of roads on which the services covered by this procedure will be performed, together with the division into Tasks, is presented in point II.2.4) of this announcement (Description of the contract) and the map, which constitutes Annex 10 to the SWZ.

3. The conditions for the performance of the contract are included in the draft contract, which constitutes Annex 8 to the SWZ.

The service within the scope of Task No. 1 includes:

Part I. Clearing snow from roads and combating slippery roads:

1) road number: 1656K, name of the road: Powstańców Śląskich Street – roadway and parking lot and Northern Flyover, section length [km]: 1,970, roadway area [thousand m2]: 26.45, standard: I, Notes: Snow removal and snow removal from sidewalks on a regular basis;

2) road number: 1656K, name of the road: Powstańców Śląskich Street Southern flyover - promenade, length of the section [km]: 0.420, roadway area [thousand m2]: 3.60, standard: III, Notes: Pedestrian route - (sidewalk and stairs) Southern flyovers maintained on an ongoing basis with the response time specified in standard I;

3) road number: Internal road, name of the road: from Chramcówki Street to Szymony Street and parking lots at the seat of the Poviat Starosty in Zakopane, section length [km]: 0.510, roadway area [thousand m2]: 7.26, standard: II, Notes: In the event of night rainfall, snow removal of the road and parking lots should be completed by 6:30 a.m.;

4) road number: Internal road, name of the road: From Gładkie Street – the road over the Specialist Hospital for Lung Diseases, section length [km]: 0.165, roadway area [thousand m2]: 0.495, standard: II, Notes: In the event of night precipitation, snow removal of the road and parking lots should be completed by 6:30 a.m.;

5) road number: 1648K, road name: Zakopane - Wierch Porońca, length of the section [km]: 9,600, roadway area [thousand m2]: 52,80, standard: I, Notes: Section from the intersection to Murzasichle. Parking lots maintained on an ongoing basis;

6) road number: 1649K, road name: Łysa Polana - Morskie Oko, length of the section [km]: 1,500, roadway area [thousand m2]: 9,00, standard: II, Notes: Section from the roundabout on Łysa Polana to the parking lot on Palenica Białczńska Pobocza (parking lots) maintained on an ongoing basis;

7) road number: 1649K, road name: Łysa Polana - Morskie Oko, length of the section [km]: 6,890, roadway area [thousand m2]: 41,34, standard: III, Notes: Section from the parking lot on Palenica Białczańska to Włosienica.

Sidewalks on bridge structures (bridges, flyovers, culverts) being in the above-mentioned roads should be cleared of snow on a regular basis. Cleaning of cornices, handrail beams and fuses from residual snow should be done as soon as the snowfall stops.

Sidewalks in pedestrian routes specified for winter maintenance should be cleared of snow on a regular basis, so that the thickness of the snow layer does not exceed 7 cm and then sprinkled with roughening material. The start, end and reaction times for individual phenomena should comply with the standards assigned to the road along which the pavement is located.

For TASK No. 1, the following sidewalks have been designated for snow removal:

1) road no. 1656K – Powstańców Śląskich street: from km 0+550 to km 1+170 – right side 620 m x 3 m, from km 0+470 to km 1+130 – left side 660 m x 2 m,

PART II Removal of snow from the road lane in the area of pavements.

The scope of work for Task No. 1 includes the following sidewalks:

1) Road No. 1656K - Powstańców Śląskich Street - 1 910,00 m.

The contracting authority informs that in the offer price the contractor is obliged to include six times the cost of the equipment service consisting in loading and removing snow from the road lane in the area of sidewalks during the term of the contract.

PART III Post-winter cleaning of district roads.

The scope of works includes the surface of the road and shoulders, all sidewalks of the above-mentioned roads, sidewalks and fuses of bridge structures, stairs, parking bays and maneuvering areas used to turn back public transport, in particular:

1) Road 1656K – Powstańców Śląskich Street – roadway and parking lot as well as Northern Flyover and Southern Flyover – promenade from the intersection with DW 958 to the administrative border of the city of Zakopane – 1970 m,

2) Internal road from Chramcówki Street to Szymony Street and parking lots at the headquarters of the Poviat Starosty in Zakopane – 510.00 m,

3) Internal side road from Gładkie Street – access to the parking lot of the Dr. O. Sokołowski Specialist Hospital for Lung Diseases – 165.00 m,

4) Bridge structures in the routes covered by Task No. 1

The service within the scope of Task No. 2 includes:

Part I. Clearing snow from roads and combating slippery roads:

1) road number: 1653K, road name: Szaflary - Ząb, section length [km]: 3,503, roadway area [thousand m2]: 19,30, standard: II;

2) road number: 1654K, road name: Ząb - Ratułów - Ciche - Chochołów, section length [km]: 1,160, roadway area [thousand m2]: 6,860, standard: II;

3) road number: 1651K, road name: Czarny Dunajec - Poronin, length of the section [km]: 7.347, road area [thousand m2]: 52.80, standard: II;

4) road number: 1650K, road name: Biały Dunajec - Bukowina Tatrzańska, length of the section [km]: 4,250, roadway area [thousand m2]: 16,55, standard: II, Notes: to the last buildings in Gliczarów Dolny.

Sidewalks on bridge structures (bridges, flyovers, culverts) being in the above-mentioned roads should be cleared of snow on a regular basis. Cleaning of cornices, handrail beams and fuses from residual snow should be done as soon as the snowfall stops. As part of the Task, the contractor is obliged at its own expense (i.e. as part of the remuneration determined in accordance with the contractor's accepted offer in the Agreement for the implementation of winter road maintenance services) to provide, install and dismantle snow curtains.

PART II Removal of snow from the road lane in the area of pavements.

The scope of work for Task No. 2 includes the following sidewalks:

1) Road 1651K Czarny Dunajec – Poronin in Nowe Bystre – 1 100,00 m,

2) Road 1651K Czarny Dunajec – Poronin in the town of Poronin Tooth – 350,00 m,

3) Road 1651K Czarny Dunajec – Poronin in the town of Poronin Dry – 2 980,00 mb,

The contracting authority informs that in the total offer price, the contractor is obliged to include six times the cost of the equipment service consisting in loading and removing snow from the road lane in the area of pavements during the term of the contract.

PART III Post-winter cleaning of district roads.

The scope of works includes the surface of the road and shoulders, all sidewalks of the above-mentioned roads, sidewalks and fuses of bridge structures, stairs, parking bays and maneuvering areas used to turn back public transport, in particular:

1) Road 1651K from km 0+630 to km 1+630 in the town of Nowe Bystre (pavement and intersection at km 1+620) – 1 100,00 m,

2) Road 1651K from km 3+790 to km 3+990 (precinct of the intersection with municipal roads to Gubałówka and Szaflary with a left-hand sidewalk (towards the health center in Ząb) – 350.00 m,

3) Road 1651K from km 5+060 to km 8+040 (Suche to Poronin) – 2,980.00 m,

4) Bridge structures in the routes covered by Task No. 2.

The service within the scope of Task No. 3 includes:

Part I. Clearing snow from roads and combating slippery roads:

1) road number: 1650K, road name: Biały Dunajec - Bukowina Tatrzańska, length of the section [km]: 2,650, roadway area [thousand m2]: 10,32, standard: II, Notes: Section from the intersection with the municipal road to the axis. Zimni to the intersection with the county road 1647K;

2) road number: 1647K, road name: Gronków - Bukowina Tatrzańska, length of the section [km]: 12,010, roadway area [thousand m2]: 62,40, standard: I;

3) road number: 1641K, road name: Łapsze Wyżne - Jurgów, length of the section [km]: 4,260, roadway area [thousand m2]: 23,71, standard: II.

Sidewalks on bridge structures (bridges, flyovers, culverts) being in the above-mentioned roads should be cleared of snow on a regular basis. Cleaning of cornices, handrail beams and fuses from residual snow should be done as soon as the snowfall stops.

a) Road No. 1647K Gronków – Bukowina T. in the town of Leśnica – Groń – 2 877,00 m,

b) Road No. 1647K Gronków – Bukowina T. in Bukowina T. – 2 150,00 m,

The contractor informs that in the total offer price the contractor is obliged to include six times the cost of the equipment service consisting in loading and removing snow from the road lane in the area of sidewalks during the term of the contract.

PART III Post-winter cleaning of district roads.

The scope of works includes the surface of the road and shoulders, all sidewalks of the above-mentioned roads, sidewalks and fuses of bridge structures, stairs, parking bays and maneuvering areas used to turn back public transport, in particular:

1) Road No. 1647K from km 2+830 to km 5+707 (Leśnica – Groń town on the length of the pavement) – 2 877,00 m,

2) Road No. 1647K from km 11+520 to km 13+670 (Bukowina Tatrzańska town on the length of the pavement) – 2 150,00 m,

3) Bridge structures in the routes covered by Task No. 3.
