The contracting authority of the market is the town of Andenne, represented by its municipal college, whose offices are located in its administrative center, Place du Chapitre, 7, at 5300 Andenne.

In agreement with the latter, the contract is also carried out, in addition to the city of Andenne, partly on behalf of the CPAS d'Andenne and the Andenne Communal Sports Board, an autonomous communal authority within the meaning of Article L. 1231-4 of the Code of Decentralisation and Local Democracy. The city of Andenne is the pilot contracting authority.

The contract therefore constitutes a joint contract within the meaning of Article 48 of the Law of 17.6.2016 on public procurement.

The Municipal College of the City of Andenne will be solely responsible for the award and execution of this contract.

This contract relates to the designation of an external service for prevention and protection at work, for the medical surveillance and risk management of agents of the city of Andenne, the Régie sportive communale andennaise and the CPAS d'Andenne, whose tasks are detailed in the technical part of this specification.

This contract concerns: administrative, technical and specific staff. Students, instructors and students will also be included.

The contracting authority shall specify that the provision of internal labour prevention and protection services shall be entrusted to a level 2 staff member.

This internal service is common to the three entities:

— City of Andenne (NACE: 84114),

— Andennese Communal Sports Board (NACE 93011),

— CPAS d'Andenne (NACE: 84115).

The tenderers are informed that the City of Andenne, the CPAS and the Régie sportive have a psychosocial risk analysis, carried out in 2021 as part of the previous public contract, which will have to be implemented in the context of this public contract.
