The subject matter of the contract to be concluded is land use planning and landscape planning services.
The 21st amendment to the land use plan (FNP) of the Verbandsgemeinde of Nastätten up to and including the final version ready for approval (version according to the decision of the Verbandsgemeinderat according to § 6 BauGB) together with the associated landscape plan is to be developed. The digitisation of the planning map series of the land use plan, which is still in force, including the representations of the 21st amendment for the GIS system "CAIGOS" of the Verbandsgemeinde of Nastätten (complete digitisation of the FNP), is also to be developed.
Land use planThe Verbandsgemeinde of Nastätten intends to update the land use plan and a landscape plan. Since 1972, Nastätten has been the seat of the like-named Verbandsgemeindeverwaltung with originally 33 and since 1979 still 32 Ortsgemeinden. The current land use plan of the Verbandsgemeinde of Nastätten is essentially based on the 8th amendment, which at that time was a general overall overplanning of the Verbandsgemeinde area and thus repealed all previous land use plans. After that, the 9th amendment of the land use plan became legally effective.
As part of the 13th amendment to the land use plan, all previous and completed changes in the land use plan were merged into an overall plan. With the 14th amendment of the land use plan -partial plan wind energy use- of the Verbandsgemeinde Nastätten the control of wind energy use in the outdoor area should be carried out. This was followed by the 15th, 16th, 17th, 18th and 20th amendments to the land use plan of the VG Nastätten which have acquired their legal force with announcement. The 19th amendment is currently planned but is not yet legally binding. Special areas for large-scale photovoltaic systems are to be included in the planning.

Scope of services to be commissioned in the present case:
The contractor prepares the 21st amendment to the land use plan (FNP) of the Verbandsgemeinde of Nastätten ready for approval (version of the resolution of the Verbandsgemeinderat according to § 6 BauGB). He is also working on the digitization of the planning maps of the effective land use plan, including the representations of the 21st amendment for the GIS system "CAIGOS" of the Verbandsgemeinde of Nastätten (complete digitization of the FNP).
Accompanying the FNP is intended for the whole municipal area; as a spatial and factual partial plan, a landscape plan is drawn up in accordance with § 23 Abs. 1 HOAI, which is also the subject of the performance obligation.
Important: An offer can only be submitted for both planning services at the same time. A separate allocation of the two planning disciplines is excluded. A uniform order is issued for both service profiles.
The further requirements result from the enclosed draft contract.
For the planning process, the client has the following requirements in terms of time:
The services of the service phase 1 of § 18 Abs. 1 in conjunction with Annex 2 HOAI and the services of the accompanying landscape plan according to § 23 Abs.1 HOAI in conjunction with Annex 4) should be started by arrangement immediately after placing the order. The other services are to be provided according to the specifications and in consultation with the client.
