The subject of the contract is the modernization and update of the land and buildings register (EGiB) of the Strzyżowski Poviat within the scope specified in the Description of the subject of the contract (OPZ) constituting Annex 1 to the ToR, aimed at ensuring compliance with the conceptual model specified in the regulation on the register of land and buildings and digitization of geodetic and cartographic resource materials.
The subject of the contract includes:
- modernization of the EGiB databases of the Strzyżów Poviat, adaptation of EGiB databases to compliance with the conceptual EGiB data model,
- improving the quality and timeliness of land and building records,
- digitization of geodetic and cartographic resource materials.
The subject of the contract is the modernization of land and building records on the principles set out in the EGiB modernization project (attachment to the Description of the Object of the Contract) covering registration units 181901_2 Czudec, 181903_2 Niebylec and 181904_5 Strzyżów. Basic information characterizing the registration precincts covered by the modernization:
1. total area of all registration units - 31 566.86 ha;
2. number of registration plots included in the modernization project - 71 990;
3. number of land registration units - 26 108;
4. estimated number of buildings (total) covered by the modernization project - 27 566.
The anticipated works to be carried out under the modernization of EGiB will concern:
a) poviat borders; municipalities; registration precincts;
b) registered plots;
c) arable land; including their news and markings;
d) soil science classification of changed land; subject to soil science classification;
e) land rights;
2) buildings;
3) objects permanently related to buildings;
4) housing real estate;
5) entities disclosed in the records.
1. Land modernization activities will include activities to:
1) creation of digital collections: border points, registration precincts and recording parcels with the attribute Geometry;
2) creating digital data sets regarding land contours and classification contours;
3) calculation of the area of record plots,
4) calculation of the areas of class classes in plots,
5) supplementing the EGiB database for plots with relevant values of missing attributes;
6) verification of EGiB data regarding land rights, with Electronic KW data and elimination of non-compliance found;
7) checking whether legal entities and organizational units disclosed in EGiB as the owners of lands for which due to the lack of the land and mortgage register, collection of documents or other documents their owners cannot be determined, they actually own the lands and determination of entities which currently lands they possess, in the event that it is determined that the existing entries in this respect are inconsistent with the facts, as well as the determination of the current owners of such land, in the event that it is found that natural persons disclosed in such a role in EGiB are dead;
2. Modernization activities related to buildings will include activities aimed at:
1) creating digital data sets on buildings - geometric and descriptive;
2) creating digital data sets on objects permanently associated with buildings;
3) supplementing existing building data sets with missing geometric data;
4) supplementing existing building data sets with missing attributes;
5) verification of registration data regarding the rights to building properties with electronic KW data and elimination of non-compliance found.
3. Modernization activities related to residential real estate aim to create digital data collections on premises constituting separate real estate that comply with the obligatory conceptual model.
4. Modernization activities regarding entities disclosed in the records are aimed at:
1) supplementing the missing data on entities disclosed in the EGiB database of the Strzyżów poviat with data obtained from the registers:
a) PESEL - in relation to natural persons;
b) REGON - in relation to legal persons and organizational units;
Including supplementing these data sets with PESEL identification numbers and REGON identification numbers, as well as in justified and documented cases, making other changes in the set of data in question, in particular regarding addresses and the name, entity or management board, permanent management.
