The purpose of this contract is to take samples and/or carry out tests.
This contract is carried out in the geographical area of the Luxembourg Roads Directorate and the municipalities that are members of the central purchasing body.
The contract constitutes a framework agreement, within the meaning of Article 2, 35° and Article 43 of the Law of 17 June 2016 on public procurement.
It also constitutes a central purchasing body within the meaning of Article 2, 6° and 7° b) and Article 47 of the Law of 17 June 2016 on public procurement.
The contracting authority responsible for the central purchasing body is the Walloon Region and the beneficiaries of this central purchasing body are:
- The Luxembourg Road Directorate (SPW MI);
- The Directorate of Road Techniques (SPW MI);
- The Walloon municipalities of the entire territory of the Walloon Region, having signed an agreement of accession to the central purchasing body (for their works)
The total estimated value corresponds to the maximum value of the initial contract.
These services consist of samples and/or tests carried out either in the context of investment projects or maintenance of the network, or on the network in service.
Orders from the Directorates or municipalities concerned will have as their object the following services:
1. Travel to the place of collection;
2. The taking of samples;
3. Conducting in situ tests;
4. The delivery of samples to the laboratory;
5. The delivery of samples to the Road Engineering Directorate;
6. Carrying out laboratory tests;
7. The production of a test report in accordance with the standards;
8. The production of test results in the form of a standard table (in Excel format) shall be mandatory for the tests covered by those tables.
The inventory defines the technical conditions for carrying out sampling and/or testing.
