The aim of the contractual services is to create multi-year continuous time series of in-situ measurements of the most important meteorological and oceanographic parameters in order to represent the meteorological and oceanographic conditions representative of zones 4 and 5 of the German Exclusive Economic Zone (EEZ) of the North Sea according to the area development plan of 20.01.2023 (FEP 2023) and to use them as reference measurements for the preliminary investigation of the areas N-14 to N-20. For this purpose, a five-year measurement campaign, divided into two performance levels (initially 3 years (stage 1) with possibly extension by two further years (stage 2)) is to be carried out at a measuring point in the transition area between zones 4 and 5 of the EEZ of the North Sea. The measurements include wind-related parameters, other meteorological parameters, as well as oceanographic parameters. On the basis of the measurements, reports are to be drawn up, which include a comprehensive description and evaluation of the data. Measurements and reporting shall be carried out in accordance with the current state of knowledge and technology.
The subject of the contract is the preparation of multi-year continuous measurements of the meteorological and oceanographic conditions of zones 4 and 5 of the German Exclusive Economic Zone (EEZ) of the North Sea in accordance with the area development plan of 20.01.2023 (FEP 2023), in order to be able to use these as reference measurements for the preliminary investigation of the areas N-14 to N-20 mentioned in the FEP 2023. At a measuring point in the transition area between zones 4 and 5 of the EEZ of the North Sea, two independent measuring systems are to be operated simultaneously and in close proximity to each other. The associated measurements are to be carried out in accordance with the current state of science and technology.
It is planned to carry out a measurement campaign lasting a total of five years, whereby the service is to be provided in two stages. Performance level 1 covers the first three years of measurement and must be fully completed by 31.10.2027. Performance level 2 covers the last two measurement years and must be fully completed by 31.10.2029. In both performance levels, the in-situ measurements to be carried out are divided into sections of approx. 6 months each. There must be an accompanying evaluation of the measurement data collected in the context of the in-situ measurements and the preparation of an interim report for each measuring system for each of the subsections. For both performance level 1 and performance level 2, a final report shall be prepared for each measurement system, for power level 1 on the basis of an overall evaluation of the data from level 1 and for power level 2 on the basis of an overall evaluation of the data from level 1 and level 2. In addition, there are minimum requirements with regard to data and system availability, data quality, energy management and sustainability. These minimum requirements can be found in the respective chapters of the terms of reference.

The award is made on the basis of an evaluation scheme consisting of the evaluation criteria "price", "data and system availability", "data quality", "energy management", "sustainability" and "references".
