Description:
Waste Faction Management Service Code 19 12 12

The subject of the contract is the service of waste management code 19 12 12, originating from the processing of mixed municipal waste (fraction >80 mm) and/or selectively delivered consumable waste, with a gross calorific value exceeding 6 MJ/kg of dry matter. The collected batches of waste may differ in value, and any differences will not constitute the basis for the Contractor's claims against the Contracting Authority. The waste will be transported to the waste management installation by a transport organised by the Contracting Authority. The waste will be delivered baled. The estimated amount of waste to be managed is 5,000 Mg during the term of the contract. The Contracting Authority reserves the right to reduce the amount of waste to be managed. The actual amount of waste will result from the current needs of the Ordering Party. Waste should be managed in an installation that has a decision permitting the processing of this waste in accordance with Appendix 1 of the Waste Act.

1. The subject of the contract is a waste management service code 19 12 12 — other waste (including mixed substances and objects) from mechanical waste treatment other than those listed in 19 12 11 originating in the Municipal Installation in Suwałki.

2. The amount of waste code 19 12 12 that the Contracting Authority will transfer for management during the term of the contract is approximately 5,000 Mg. The monthly amount will range from 500 Mg to a maximum of 1200 Mg, while the maximum daily amount will be about 100 Mg. These quantities are estimates and are used by the Contractor as an auxiliary to prepare the offer and calculate the costs, but they do not constitute the basis for any claims in this respect. The Ordering Party is not obliged to complete the order in full. Deliveries of waste to be managed will result from the current needs of the Ordering Party.

3. Waste code 19 12 12 is regularly produced post-sorting material as the so-called over-sieve fraction > 80 mm in the form of calorific fraction of ballast with a gross calorific value of combustion greater than 6 MJ/kg of dry matter resulting from mechanical treatment of waste in a sorting plant – after processing of mixed municipal waste and/or additional treatment of selectively collected waste. The collected batches of waste may differ in terms of value, and any differences will not constitute the basis for the Contractor's claims against the Contracting Authority.

4. Waste covered by this order should be managed in an installation that has a decision permitting the processing of such waste in the recovery process, in a manner consistent with the applicable law in this respect and with the use of at least one recovery process from R1 to R12, specified in the non-exhaustive list of recovery processes constituting Appendix No. 1 to the Waste Act of 14 December 2012 (i.e. Journal of Laws of 2022, item 1587, as amended. amended).

5. The transport of waste to the installation of waste fraction code 19 12 12 will be carried out by transport organised by the Ordering Party and at its expense.

6. Waste code 19, 12, 12 is stored on a paved yard in bulk or in the form of cuboidal bales with dimensions of approx. 80 x 80 x 200 cm, prepared on a baling press weighing approx. 1 Mg. The Ordering Party may deliver the waste both in the form of bales and in loose form and it will depend on the needs of the Ordering Party.

7. The Contractor's installation will be located at a maximum distance of 300 km from the Ordering Party's Municipal Installation, located at 150A Raczkowska Street in Suwałki. If a distance of more than 300 km is specified, the Contractor's offer will be rejected. The distance should be understood as the shortest length of the route on public roads (not internal roads, field roads, etc.) for vehicles with a permissible total weight of 40 tons and more between the Municipal Installation in Suwałki (Raczkowska 150A, 16-400 Suwałki) and the waste management installation with the code 19 12 12 of the Contractor. The Contractor in the offer is obliged to indicate one installation to which the Ordering Party will deliver waste along with the name of the installation, address and distance from the Ordering Party's Municipal Installation located at 150A Raczkowska Street in Suwałki.
