The purpose of this purchasing procedure is to define the conditions of the consultation relating to the realization of Data projects at the CEA of Grenoble.
The successful tenderer at the end of the procedure for the services defined in this regulation will hold a framework agreement set up by the CEA.
The public contract to be awarded is a multi-successful framework agreement (4 holders) implemented by the conclusion of subsequent contracts in accordance with Articles R. 2162-7 and R. 2162-10 of the Public Order Code.
The maximum total amount of subsequent contracts awarded to all Holders and for the entire duration of the framework agreement is €1,000,000 excluding VAT (one million euros excluding taxes).
The AEC does not commit to any total minimum amount to be ordered under subsequent contracts. The Account Holder cannot claim any compensation in this respect.
The Information and Communication Technologies Service (STIC) is in charge, in its missions, of the management of projects related to the data heritage of CEA Grenoble as well as the support and accompaniment of laboratories and various services in the storage and management of data.
At present, the CEA notes a growing diversification of data management applications as well as many manual processing for the realization of periodic reporting on a large number of information domains. These areas cover both research and the centre's support activities.
The CEA has therefore decided to launch a "Data Centric" approach that will make it possible to capitalize on data (creation of "data assets") and to develop architectures that allow the valorization of our data.
As part of this activity, STIC wishes to set up a multi-awarding framework agreement with a maximum of 4 holders to entrust them with the realization of Data projects, in other words for management services (collection, storage, etc.) and exploitation (processing, valorization, etc.) of data, following a systematic reopening of competition for each new need. This reopening of competition will be materialized by a specific consultation.
The types of services provided for in the framework contract are as follows:
- Help in the design of relational and non-relational databases
- OLAP (On Line Analytical Processing) design assistance
- Help in the choice of application solutions for visualization and data enrichment. This choice can be from market software packages (purchased by the CEA outside the framework agreement) or custom solutions for development projects.
- Implementation of a Data pipeline.
- Implementation of Data infrastructure. It is understood by infrastructure, the implementation of servers and other technologies necessary for the proper functioning of the data pipeline.
- Benchmark of commercial or open source solutions.
