A framework agreement will be signed for the purchase of licences and licence management for the ROR-ICT municipalities Aukra, Hustadvika, Molde (host municipality), Rauma and Vestnes. ROR-ICT has assignments related to customer service, operations, management and development of ICT systems, as well as the commencement and follow-up of contracts for the purchase of services and goods from external suppliers in this area. ROR-ICT has a hybrid environment with its own modern data centre and solutions running in Azure.

- Procurement and hire of licences

- Microsoft

- Office suite

- Operative systems

- Operational tools

- Design tools

The list is not exhaustive.

The contracting authority will be able to procure SaaS services outside this contract, if the contracting authority deems it appropriate.

The contract must be able to cover the needs of all companies in the municipality. In addition, it can be used by enterprises where the municipality has financial/management control and provides services.

A framework agreement will be signed with one tenderer. The selected tenderer must be prepared for other municipalities that join the ROR-ICT cooperation to have the option to participate in the contract.

The Contracting Authority reserves the right that any organisation changes can affect the contract.

- the municipality will always have access to the necessary software

- the municipality will always have proper licensing

- the municipality will carry out proper reporting and receive assistance with any revisions

- the municipality will always have the best licensing agreements

- the municipality will always have a proactive licensing consultant

- the municipality will always have access to a licensing portal that shows an overview of the relevant licences

Performance measures

- The administration of licences shall require few HR

- The municipality has the best possible licences

- The tenderer must ensure a good result in any licence audits

- Reports for use of licences are to be provided with the requested level and frequency

- The tenderer must provide assistance in any negotiations
