VLHORA is an umbrella organization that represents the interests of the 16 Flemish colleges. The university colleges carry out research and service activities for which a Digital Open Science Platform (DOSP) must be developed. The DOSP will be developed centrally as 1 product, which will be implemented in every university. The DOSP is offered to the university colleges and to VLHORA according to the Cloud principle.

The DOSP program provides for the realization of 6 milestones that must be delivered in a lead time of 20 months. These are: CRM & Knowledge Diffusion Portal; Project Service Automation, project portal, Enterprise Integration and FRIS (1) Project Data; Enterprise Content Management Services, Content portal and Data Analytics; FRIS (1) output data; Customer Services (case management); Service Level Agreement - continuous improvement
