The Civic Integration Act 2021, emphatically together with other legislation within the social domain, in particular the Participation Act, aims to contribute to the social purpose of integration: all persons subject to integration participate quickly and fully in Dutch society, preferably through paid work. The legislator has translated this social goal into a specific policy goal for the new integration system: those subject to integration achieve the highest achievable language level (preferably level B1) and knowledge of Dutch society, in combination with targeted efforts to participate to the best of their ability from the start of the integration process. Integration Act Wi2013. The group of persons subject to civic integration who became obliged to integrate before 1 January 2022 is still covered by the Civic Integration Act 2013 (Wi2013). The present research focuses on the experiences of integration students under both systems, i.e. the Wi2021 and the Wi2013.
