The "Redesign of Eltingplatz / Eltingstraße" is a central funding project in the Essen NORD district project (Altenessen-Süd/Nordviertel). This is attributable to the target agreement concluded in April 2015 between the partners VONOVIA SE, Innovation City GmbH, RWE AG, STEAG, Stadtwerke Essen, the Emschergenossenschaft and the City of Essen. The target agreement aims to coordinate both public and private measures and thus initiate a development boost for the Elting district, which was characterized by neglect, crime and drug use.
As part of the implementation of measures and projects set out in an integrated development concept of the city of Essen, an urban planning competition was held for Eltingplatz and Eltingstraße. This urban development concept contains numerous ideas for the urban upgrading of the Eltingviertel, including the development of a free-standing neighbourhood axis in the area of Eltingstraße with a connection to Essen's city centre. The redesign of Eltingplatz and Eltingstraße is intended to create a meeting place for residents of different origins and cultures and, in conjunction with investments by the housing industry in the quality of living, to better exploit the potential of the Eltingviertel as an attractive place to live close to the city centre. A design plan has already been drawn up for the planning implementation of the competition result and for the application for funding for the construction project.
The present design is now to be made ready for construction.
As part of this tender, a general planner or a working group is being sought.
The subject of the award procedure are planning services that are assigned to the following areas of the HOAI, whereby the bill of quantities contains a further detail of the services to be provided:
- Object planning of traffic facilities in accordance with §§ 47 ff. in conjunction with Annex 13 of the HOAI 2021 (LPH 1, 5 - 8 and special services) for Eltingstraße, Theodorstraße, Ostermannstraße and Zwingliplatz (planning area 1)
- Object planning of open spaces in accordance with §§ 39 ff. in conjunction with Annex 11 of the HOAI 2021 (LPH 1, 5 - 8 and special services) for Eltingplatz (planning area 1)
- Object planning of open spaces in accordance with §§ 39 ff. in conjunction with Annex 11 of the HOAI 2021 (LPH 1, 5 - 8 and special services) for the interior green space Waterloostraße (planning area 2)
- Special services (local construction supervision, other special services according to detailed LV)
The coordination and coordination with all those involved in the project in the course of planning are included in the scope of services. These include, for example, affected pension providers as well as other specialist offices of the city of Essen (list not exhaustive).
The scope of services also includes the coordination, implementation and logging of all coordination and work meetings.
All building boundaries must be connected to the existing road network.
