The Research Council of Norway (hereinafter the Research Council) invests around NOK 11 billion annually on behalf of the government. Unlike a commercial enterprise, the Research Council does not have the opportunity to influence the size of the grants they receive from the ministries each year. The business primarily manages/allocates the funds from the ministries in an appropriate way and ensuring a disbursement flow that is as close as possible to the size of the grants for each year. The process of allocating funds on behalf of the government requires thorough forecasting and planning, and it is this process and planning work that is referred to as long-term budgeting.

In order to streamline forecasting and planning work, the Research Council would like to introduce a new tool that will replace the current tool and an in-house developed Excel model, as well as add new functionality that the Research Council currently lacks. The Research Council mainly wants to use the solution to plan calls for tenders, make forecasts, estimate future annual payments, carry out scenario analyses and retrieve reports.

Tenderers can choose the delivery model for the system within the requirements specification. This presumes that access to the system is via a WEB interface, and that the contracting authority does not have to install or operate the system on its servers or in its premises.
