Revitalisation of the PFAFF site in Kaiserslautern, regulatory measure O2.2.1- Soil remediation in construction phase 2 (remaining services): earthworks and measures for soil remediation (decontamination or securing), construction of supporting bodies (dams) for later traffic development, dismantling of the building parts still existing underground (floor slabs, rising basement walls), dismantling surface sealing

To revitalize the former production site of the sewing machine manufacturer G.M. Pfaff AG in Kaiserslautern, which went bankrupt in 1999, the city of Kaiserslautern has founded PFAFF-Areal-Entwicklungsgesellschaft mbH Kaiserslautern (PEG). The property area, which is the responsibility of PEG, has an area of approx. 16.5 ha and was densely built-up by multi-storey administration and operating buildings as well as production halls. In the course of the processing of the site, numerous buildings have already been dismantled or renovated and soil remediation measures have been carried out.

Adjacent are residential and hospital buildings, a mixed area with predominantly commercial use and beyond the railway line a gasworks site of stadtwerke Kaiserslautern. The former industrial site is to be developed into an urban quarter with the uses of research and development, housing, health and sustainable energy supply.

For this purpose, in construction phase 2 in measure O2.2.1 earthworks and measures for soil remediation (decontamination or securing) including dewatering and shoring measures, for the construction of supporting bodies (dams) for the later traffic development (supply and disposal, road construction), for the dismantling of the still underground building parts (floor slabs, rising basement walls), for the dismantling of surface sealing and the infrastructure (supply and disposal lines) outside of (former) buildings as well as explosive ordnance clearance measurements and clearance.

The site has been identified as a contaminated site.

Freelance services for planning, tendering and construction supervision, services for environmental and geotechnical construction supervision as well as other engineering and expert services are advertised.

Planning, tendering and construction supervision of earthworks and measures for soil remediation (decontamination or securing) including decontamination and shoring measures, for the construction of supporting bodies (dams) for the later traffic development (supply and disposal, road construction), for the dismantling of the building parts still existing underground (floor slabs, rising basement walls), dismantling surface sealing and the infrastructure (supply and disposal lines) outside of (former) Buildings; Integration of planning services of third parties for explosive ordnance clearance measurements and clearance; Environmental construction supervision (coordination with explosive ordnance detection and, if necessary, clearance), debris sampling and clearance measurements; Evaluation of the analysis results, waste law declaration, documentation of the results from the clearance measurements and the overall measure; carrying out the electronic waste verification procedure; Safety and health protection coordination according to BaustellV; Coordination of work in contaminated areas according to DGUV 101-004; Expert services on geology and hydrogeology, incl. field and laboratory tests/measuring point construction (optional) for supplementary ground investigations; Geotechnical investigations for road construction and the construction of a rainwater retention basin (RRB) incl. geotechnical consulting and geotechnical construction supervision, including field and laboratory tests.

It is planned to integrate the commercial (construction) services into the tender of Stadtentwässerung Kaiserslautern (STE).

In the fee scale for architects and engineers (HOAI 2021), there is no corresponding service profile for soil remediation (decontamination). However, in the object bar to § 43 HOAI the sealing of old deposits and contaminated sites can be found. The fees for the work phases 1 to 8 are calculated on the basis of the HOAI 2021 according to the service profile civil engineering structures § 43 HOAI.

The engineering fee (performance profile Ingenieurbauwerke HOAI 2021) is calculated for the work phases 1 to 8 according to the service profile for civil engineering structures of § 43 HOAI.

In principle, the fees can be freely agreed.

For other special services, the fee is also freely agreed.

The order ends when the deadline for claims for defects by the construction company has expired.

The assignment is carried out in stages in written form. In a first step, the services up to and including service phase 4 (approval planning) are commissioned. The commissioning of the following service phases takes place if necessary. at a later date and is subject to the proviso that the state of Rhineland-Palatinate and the city of Kaiserslautern consider the work to be necessary and/or the necessary financial resources are available and that the competent authority sees a need for rehabilitation. There is therefore no entitlement to the commissioning of the entire award-related service phases.
