Structural planning according to §51 HOAI in conjunction with Annex 14 HOAI 2021 in LPH 1 to 6 - Unit Dose

The University Hospital Aachen (UKA) plans to continue the expansion of digitization in the field of the digital medication process. As part of this measure, an additional area for the supply of medicines "Unit-dose" is to be created in the supply building.

A feasibility study was first carried out for the above-mentioned construction project. In it, the variants of the development were presented and evaluated and the financial and timely framework of the measure was examined. In addition, a technical and structural assessment of the extent was carried out.

Commissioning is scheduled for the end of 2024.

Due to the planned scope of services and the nature of the essential services as a "room-in-room solution" (alternatively: conventional construction), the implementation of a planning competition pursuant to §78 VgV is refrained from for economic and functional reasons.

An open procedure in accordance with §15 VgV is chosen as the type of procedure for commissioning an efficient planning office.

The subject of this VgV award procedure is the following performance profile:

Drug therapy safety is one of the central tasks for hospital pharmacies. The medication process is an error-prone, high-risk process, so single-dose or "unit-dose" drug delivery is considered the safest route of care for clinic patients. The supply of individually packaged drugs is part of an overall concept consisting of electronic prescription with dosing and intervention testing, automated, patient-related particle picking of single doses and IT/barcode-supported administration documentation. The primary goal here is to improve processes and quality in patient-specific drug care and, in support of adherence to therapy, in particular to avoid medication errors and relieve the staff on the wards.

The space program of the unit can is specified as follows and consists of:

- a storage area of approx. 50 m2,

- a lock area (material and personnel) of about 30 m2 and

- a cleanroom area of approx. 100 m2 (lowest cleanroom level "D" for GMP laboratories). the connection to the stock and the pharmacy.

The aforementioned clean room is the core area of the "unit-dose". Here, the medicines are unpacked, individually sorted, packaged and labelled and finally checked before they are sent to the wards via the automatic goods transport system. The area places particular demands on temperature, relative humidity, particle concentration and microbiological purity. These conditions are currently not met in the existing supply building.
