This contract relates to the evaluation of international climate finance by the Belgian federal authorities.

The objective of the evaluation is mainly formative: to formulate strategic recommendations for the future through a critical analysis of past experiences, approaches and lessons. The central question of this evaluation is therefore the following:

“Do the framework (regulatory, strategic and operational) as well as the channels and instruments used by the federal authorities to contribute to international climate finance allow them to meet the needs of the countries of intervention in this field and to have an impact in agreement with federal priorities? "

The total number of working days estimated for the evaluators is between 140 and 155, of which a quarter of the effort should be devoted to field analyzes (in the countries to be selected).
