Details of the construction project
In order to conclude a framework agreement on specialist planning services for technical equipment - building automation (plant groups 8) for simple construction measures in accordance with Section D New RBBau of Pool 01 Supreme Federal Authorities in Berlin, the BBR is looking for suitable specialist planning offices.

BMEL - Federal Ministry of Food and Agriculture
The necessary specialist planning services are to be awarded in a framework agreement with several specialist planning offices. In principle, the contracts for the respective construction measures are to be awarded as individual contracts to a partner in the framework agreement.
The award procedure is carried out as a negotiated procedure with a prior public call for participation in accordance with the regulations of the VgV in 2 stages:
- Stage 1: Participation competition,
- Stage 2: Negotiation of the framework agreement.
As a result of the award procedure, up to 8 framework agreement partners are to be available. The decision on the object-specific award (stage 3 - individual commissioning) of the specialist planning services is made by means of a renewed call for price competition on object-specific, order-related criteria between all economic operators who are parties to the framework agreement
The construction tasks include renovations as well as repairs or maintenance of parts of the building as well as smaller new construction measures. Some measures are implemented during ongoing operations. Some of the buildings are listed and some contain special uses with a representative character. The cost figures per individual measure are expected to be between EUR 150,000 and EUR 6 million (net). According to current estimates, the total cost volume (KG 100-700) of all tree measures amounts to approx. EUR 31 million (net).
Object of the order
The expected individual orders include planning services in the field of technical equipment - building automation (plant groups 8), service phases 1-9 as well as special services. The exact scope of services is determined in the individual order (level 3 - object-specific).
The start of the framework agreement period is planned for approx. 12/2023. The commissioning of the specialist planning services (objektkonkret) is planned for the years 2023 to 2027. The duration of the individual contracts based on the framework agreement (object-specific) may extend beyond the term of the framework agreement.
In the case of framework agreements, maximum value over the entire term: 1,190,000 euros gross.
