Federal Authority Centre at Steigerwald, new building 006, object planning

The General Directorate of Customs (GZD) is setting up a location in the "Am Steigerwald" property in Erfurt for further training in the field of self-protection and armament ESB. For the functions of canteen, offices and training rooms, building 006 is to be redesigned and built instead of an existing building. The planning services for the demolition of the existing building 006 will be awarded separately and are not part of this procedure.

Location of the property:

The former military property "Am Steigerwald" is located in the south of the state capital Erfurt above the Löberfeld barracks on the landscape conservation area Steigerwald. It is accessed from the north via the street "Am Tannenwäldchen" and from the east via the "Drosselbergstraße".

Use of the property:

From 1934 to 1992, the property "Am Steigerwald" was used for military purposes. The facilities were not destroyed in the 2nd World War by the effects of war. The aerial photo evaluation revealed no suspicion of explosive ordnance. After the end of military use, all suspected sites were examined and all contaminated sites were removed.

The property "Am Steigerwald" is to be developed as a federal authority center. Formerly military accommodation, supply and garage buildings have already been converted into office and garage buildings for federal agencies. Buildings that were no longer needed were demolished. The draft development plan of the city of Erfurt is to be redesigned. The main determinations of the other special area SO Federal Authority Centre are to remain in place. The construction of new building 006 was pre-agreed between the Federal Institute for Real Estate BImA as the owner and the city of Erfurt.

Scope of the measure:

Building 006 will be rebuilt with the functions of the canteen, kitchen, offices and training rooms for the ESB training courses of the General Directorate of Customs. The new building replaces the existing building 006, which has to be demolished due to structural problems. The new construction of building 006 is to be considered in the context of the neighbouring ensemble-like development of the property. The new building will have 4 full storeys with a flat roof.

According to the climate-friendly land management of the city of Erfurt, the building is located in the transition zone, in which development is possible, taking into account the ventilation structures and emission limits of the city of Erfurt. The contribution of the building to the urban climate will be particularly examined by the city of Erfurt in its climate report on the redrawing of the draft development plan.

The canteen is used to provide breakfast and lunch for the training participants. Parts of the food are pre-produced in the main kitchen in the Erfurt city area and prepared and supplemented in the kitchen of the Mensa am Steiger using the Cook & Chill process. Approximately 70 meal participants are to be catered for in the canteen at the same time. In the shift system, it can be assumed that there will be about 70 more meal participants.

For the implementation of the theoretical lessons, three media-supported classrooms as well as appropriate offices in the building for the organization of teaching and supply are to be planned and built.

The "Barrier-free Construction" guideline is to be applied to the entire building to be planned.

The Sustainable Building Assessment System (BNB) is to be applied to the project. The aim is to achieve the quality level "BNB silver after analogous application" without certification. In the analogous application, as many profiles as possible should be used. The level of quality will be determined within the framework of a BNB workshop. The aim is to protect the environment for future generations, conserve resources and reduce life cycle costs.

According to BNB, technical installations in sustainable buildings should be limited to what is necessary. A BNB specialist planner commissioned separately by the TLBV provides technical guidance and must be integrated into the building project planning.

The 2050 climate policy targets must be taken into account. In the case of new federal buildings, the energy standard of an efficiency building Bund 40 (EGB 40) must be complied with. For a CO2-neutral energy supply, renewable energies as well as structural and technical possibilities of the building envelope must be used.

The buildings will be integrated into a future property energy concept in order to achieve "zero emissions" for the entire property in the most economical way in 5-year steps by 2045.

All other property and specialist planning services are tendered and bound separately independently of the architect's services.

The fee zone IV according to HOAI was determined for the object planning of the building.
