The present contract concerns the appointment of a service provider who will carry out employee transport in accordance with and for the 'Port of Antwerp shuttle bus' project and the 'Bicycle bus' project. The execution of this assignment must take place in accordance with the predefined requirements determined in these specifications and according to the instructions from the contracting authority and the project coordinators during the execution of the assignment.

The shuttle bus system has been expanded since 2016 by the Maatschappij Linkerscheldeoever and Antwerp Port Authority. The bicycle bus project started in March 2018.
It concerns collective and subsidized transport that is aimed at commuting to and from certain companies in the Waasland port / Port of Antwerp. Within this project, journeys are carried out by a transporter (to be appointed via this government contract).

On the left bank of the Scheldt the bookings on the eight bus lines are fairly steady. The same bus volumes are provided almost every working day, so that drivers have fairly fixed working days with the same journeys and the same working hours. During the weekend the number of bus journeys is more limited and we talk more about ad hoc journeys.
In Annex E (1 & 2) we provide an overview of the bus volumes deployed (number of single journeys per bus route) in the month of March 2019 to give an indication of which volumes are involved. More information about the existing bus routes can be found on www.pendelbushaven.be (including photos of the pick-up points).
With route 8 we expect that the toll costs will be included in the fare. If you propose to use the Liefkenshoek tunnel on the other routes, you can indicate this under “options”.
If you apply different prices for weekend and public holidays, please indicate this clearly in Appendix C2: Inventory weekend and public holidays. If you do not use different prices, do not complete Appendix C2.
We will work with a framework agreement, which can be tacitly renewed for 3 times with 12 months each and a cancellation period of 3 months.
As far as the Right Scheldt bank is concerned, we can currently provide little clarity. In the long term, we may also enter the Left Bank river system there (growth model). No concrete commitments have been made with companies at this time.
New routes are always drawn up in consultation with the carrier and the expected bus volumes are then viewed, so that the carrier already knows at the start of the route what the travel time will be, how often the journey will be carried out and with which bus -volume.
The specified departure times are indicative and are further coordinated in consultation with the project coordinators.
We will work with a framework agreement which can be tacitly renewed for three times with 12 months each and a cancellation period of 3 months.
The Fietsbus takes the cyclist through the Tijsmans and Liefkenshoek tunnels and there are 4 stops on both banks of the Kanaaldok and the Scheldt: Waaslandhaven-Noord (Oudedijk), Tol square, Scheldelaan, Noorderlaan.
For a smooth passage in the direction of the Liefkenshoek tunnel, a separate bus lane has been created so that the Bicycle Bus can smoothly pass the toll booths.
The Bicycle Bus runs every day with a frequency of 4 times per hour during peak hours and 1 time per hour during off-peak hours; see III.2.1: Lot 3 (bicycle bus)
No reservation is required.
The users can consult via a mobile website where the buses are on the route and can make an estimate of arrival at the stops.
