The MSB is implementing the LOGINEO NRW project, a digital work and communication platform that aims to further implement digitalization in schools in North Rhine-Westphalia. A specially developed software solution based on open source components is intended to provide teachers and students with a web-based environment that offers access to several applications after a one-time login. The MSB supervises the entire school system for the state, which includes around 5,500 schools, around 200,000 teachers and 2.5 million students. A key area of responsibility of the MSB is to secure and further develop high-quality, future-oriented, internationally competitive educational offerings in schools.

LOGINEO NRW essentially consists of three major components: the main system, the LOGINEO NRW learning management system (LMS - Moodle), the LOGINEO NRW messenger and the video conferencing tool Jitsi integrated into it. These three components are currently operated by three different service providers, who sometimes also use subcontractors to provide services. The large number of different service providers leads to a high need for coordination in the area of LOGINEO NRW operations. This significantly impairs service quality, user support and the speed of further development. The current transitional operation is to be transferred to highly automated and standardized operation according to ITIL best practice standards.

Against this background, the IT services required in the LOGINEO NRW project are being reorganized and awarded in various Europe-wide procedures. The MSB has carried out a Europe-wide award procedure for IT project management services and has hereby commissioned a company (EU announcement of 25.11.2020, announcement no.: 2020/S 230-567567). This company is involved in the ongoing execution of the project, manages the contractors working in the LOGINEO NRW project and is responsible for the technical project management. Another Europe-wide award procedure for 1st level support services was also concluded with the commissioning of a company (EU announcement dated 12.01.2022, announcement no.: 2022/S 008-016007). In addition, a procurement procedure for the operation of LOGINEO NRW was initiated (EU announcement dated 22.12.2021, announcement no.: 2021/S 248-656832). Another award procedure concerns the further development of LOGINEO NRW.

The contract includes the provision of consulting services in the area of information technology as well as quality assurance and support for the MSB in managing the entire project. Key service components include technical advice on the further development of LOGINEO NRW, technical support for the outstanding Europe-wide award procedures as well as strategic decisions on the overall project, the review and acceptance support of performance results, the perception of an overarching Quality assurance, ongoing monitoring of the project, in particular the quality of service provision by the contractors working for the MSB, defect tracking, deadline control and auditing. The MSB as the client must be involved accordingly in each case. The services are currently provided on the basis of an interim contract, which is to be replaced by the Europe-wide tender launched with this announcement.

The contract term is 3 years with the client's option to extend the contract three times by two years each. The expected acceptance volume after a rampup phase is approximately three full-time positions. An upper limit for acceptance cannot be provided. The three RTD only provide a framework for orientation. It is planned to query IT consulting services with a flexible hourly contingent. There is a surcharge limit, which means that the IT consulting and quality assurance contractor cannot at the same time become the contractor for further procurement (see above).

The start of service provision is scheduled for 01.07.2022. The exercise of the extension options is subject to the availability of the budget.
