The contracting entity acquires a maritime notification service based on Regulation (EU 2019/1239) of the European Parliament and of the Council on an integrated service environment in the maritime sector (hereinafter the EMSW Regulation). The Regulation requires each Member State to establish an information service which, on the basis of one (1) notification, collects all the information listed in the Annexes to the Regulation in one (1) common maritime transport system harmonised at EU level.

The Maritime Notification Service shall be implemented as a national 'single window' service for all notification procedures under the EMSW Regulation. The construction phase involves the construction, testing, training and deployment of a practical computer system.

Through the information exchange service, ships or ships' representatives issue reports related to the port visit (arrival and departure). In addition, goods declarations relating to the customs clearance of goods in cargo may be issued, which will continue to be transmitted to Customs's UU system. The acquisition includes the Maritime Statistics Service, the Small Passenger Vessel Notification Service, support services throughout the life of the service and further development of services. Authority integrations will be implemented through new API interfaces implemented in this project. The acquisition is described in Annex 1 Description of the Purchase Item and in other procurement documents.
