The GH currently has 14 collective heating systems. A monthly summary of their consumption (incl. comparison to average fuel consumption) is sent to 444 tenants by letter. 444 bills are also drawn up and sent annually. Finally, an average of 20 bills are made annually at the end of the tenant's contract on consumables.

There is a link to FiadPro (accounting) and SocioPack (tenant database) for the accounts. The current platform is compatible with Siemens controls. It's about older systems as well as recent ones.

In order to organise this, the energy meters per unit must be read, collected and processed.

Geelse Huisvesting wants to appoint a company to install and maintain a platform for monitoring energy meters, processing and monitoring the data that is currently happening. The service provider ensures that Geelse Houvesting can draw up bills (delivery of measurement dates, insertion costs, advance invoices, invoices, [...]) and link these bills to FiadPro and SocioPack.

The company must also ensure that tenants can consult the necessary information about their consumption.

Part replacement and repair is also part of this basic assignment.

In addition, Geelse Houvesting wants to provide an authorised option in this specifications to have the layout of the accounts carried out by an external company as well. The option cannot be submitted without basic quotation. Geelse Housing provides this option with the ability to illuminate them only during execution. There are no free options available.

Payments and arrears will always be followed by Geelse Housing and therefore will not be outsourced.

The selection will take place in two rounds (see below award criteria). Based on all the criteria set out in Round 1, taking into account the weight assigned to it, the three best tenderers will be invited to explain their platform. This explanation is scheduled on 11.8.2021 from 10:00 AM.
