Fræna Municipality, c/o the Agricultural Office is the Contracting Authority to the contract.

Fræna and Averøy duty district is responsible for orginasing the veterinary duty services in weekends in Fræna and Averøy municipalities.

The municipalities are responsible for organising clinical veterinary duty services.

The veterinary duties scheme was established in accordance with the Act from 15.6.2001 nº 75 on veterinary surgeons and other animal health personnel § 3a.

The scheme with veterinary duties shall ensure that the municipalities/inter-municipalities establish a clinical duty scheme for veterinary surgeons in all parts of the country, so that necessary veterinary help can be obtained outside ordinary working hours. The veterinary duty is a necessary part of the stand-by against serious infectious animal diseases and it is important for maintaining good animal welfare.

The award of the duty services has previously been made in accordance with a contract between the Norwegian Veterinary Association (DNV) and KS. The contract expired 1.7.2012. In order to practice the duty scheme in accordance with the current laws and regulations, the contracts between the duty districts and the veterinary surgeons will now be awarded as ordinary procurements.

160 duty districts have been established, in addition to five duties in “urban areas”.
