The Directorate for Higher Education and Competence [Direktoratet for høyere utdanning og kompetanse (HK-dir)] was established 1 July 2021, and is subsidiary to the Ministry of Education and Research [Kunskapsdepartementet]. The Directorate is a result of the merger of Diku, Kompetense Norge, Universell and parts of Unit and NSD. On 1 January 2023, the Directorate for Higher Education and Competence assumed responsibility for the approval schemes for foreign education from NOKUT.

The Directorate would like to establish a framework agreement with one tenderer for consultancy services for management development. The framework agreement will ensure that the Directorate has access to professional consultancy and assistance in the implementation of measures and processes within management development.
