New lease of a new service building, a car workshop and a regional training centre (together: "central police property") by the Recklinghausen police headquarters. For this purpose, the contractor must offer a plot of land in the defined selection area, on which he will plan, build and rent the central police property to the client.
The Land nordrhein-Westfalen (NRW), represented by the Ministry of the Interior of the State of North Rhine-Westphalia (IM NRW), represented by the Recklinghausen Police Headquarters, intends to rent a new central police property. That property consists of a service building, a motor vehicle workshop and a regional training centre ('RTZ') (collectively, 'the central police property').
The project is to be realized by planning and building a new property that is specially tailored to the client's needs. The renting of an existing property is excluded; this does not apply to the required parking spaces, which can also be accommodated in an existing building.
The subject of the contract is the conclusion of a rental agreement for a central police property to be built in accordance with the client's requirements in the more precisely defined selection area. The lease should have a term of 20 years with the option for the client to extend the contract once by five years. The award procedure is due to be completed in February 2024.
For the central police property, a plot of approx. 50,000 m² is expected to be required, whereby the aforementioned size specifications are intended to provide an initial orientation for the required plot size. On this property the central police property as well as outdoor facilities and 570 parking spaces, carports and garages are to be accommodated. These uses must be arranged either on a contiguous plot of land or on several directly adjacent plots of land. In addition, there is an additional installation area of 1,000m² in the outdoor area. The total gross floor area of the buildings is approx. 33,000 m².
According to the approved space program, the new service building requires approximately 12,400 m² of NF required program space. Taking into account ancillary areas, traffic areas, technical functional areas, etc., a gross floor area of approx. 25,000 m² GFA(a) can be assumed depending on the design. The program area includes a riot police hundred, a criminal guard, the central asservatenstelle of the police headquarters, the forensic investigation center, the police medical service and office space for different departments, which are in different relationships to each other and must be arranged according to the request of the client, as well as other police-specific rooms as well as outdoor areas for a garbage collection point/ Container installation and two-wheeler parking spaces. In addition, about 440 car parking spaces, 35 carports and 20 large garages as well as 80 bicycle parking spaces are needed.
The space program area approved for the RTZ is approximately 4,600 m². Depending on the design, a gross floor area of approx. 6,000 m² can be assumed, taking into account ancillary areas, traffic areas, technical functional areas, etc. The RTZ is essentially divided into a training facility, a room locking system with three 25m shooting ranges, a training house with a passable hall and ring road, a amok/TE training hall and outdoor facilities. In addition, 45 parking spaces are required.
The approved space program area of the car workshop is approx. 1,000 m². Taking into account ancillary areas, traffic areas, technical functional areas, etc., a gross floor area of approx. 1,400 m² can be assumed, depending on the design. The program area includes six car workstations, a washing hall and a care hall as well as various storage areas for tires, hazardous substances, etc. 30 parking spaces are required.
Due to the special requirements of the police shooting range experts of the state of NRW on the planning and execution of the shooting ranges and in particular on the ventilation technology, the planning of the technical equipment plays an important role in this project.
The new central police property is to be located in a central, convenient location for police operations and customer traffic. This refers to a location that enables a quick connection to the supra-local road network and is within the defined selection area. In addition, the property must meet all the minimum criteria specified in the procurement documents.
Since the new location is of particular importance to the contracting authority and the indication of the land is an indispensable condition for the submission of a first tender in the negotiation procedure, it will only invite applicants to submit a first tender who already prove with their application for participation that they have a suitable plot of land or several directly adjacent plots of land, on which the central police property can be adequately accommodated in the future. Applicants are free to name several suitable plots of land with their application for participation, on each of which the central police property including outdoor facilities and parking spaces can be fully arranged. If several plots of land - either as individual plots of land or as directly adjacent plots of land - prove to be suitable, the applicant must decide, after being invited to submit a tender, for which of his suitable plots of land he wishes to submit a tender. If the applicant only mentions a suitable plot of land in his application to participate, he is otherwise free to make another suitable property the subject of his first indicative offer; a change of land is therefore possible until the submission of the first indicative offer. At the latest at the time of the transfer of the leased property, the contractor must also be the owner or heritable building owner of the land on which the new central police property is built.
